Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Administrative Specialist 2.

Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-21 or higher eligible to transfer under Section 52.6 of the Civil Service Law.

Non-competitive Promotion: If there are three or fewer qualified candidates, a permanent appointment may be made as a non-competitive promotion pursuant to Section 52.7 of the Civil Service Law. To qualify, candidates must have one year of permanent competitive or 55b/c service as an Administrative Specialist 1.
In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the New York State Education Department of our intention to conduct a non-competitive promotional examination for the position of Administrative Specialist 2 at the NYSED’s Albany location. Permanent appointment may be made by non-competitive promotion of an applicant who meets the position’s minimum qualifications if a non-competitive examination is approved by the Department of Civil Service.
Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be a current New York State Education Department employee AND have one year of permanent competitive or 55b/c service as an Administrative Specialist 1, Contract Management Specialist 1, Human Resources Specialist 1, Senior Administrative Analyst, or Senior Budgeting Analyst. Provisional candidates must take the examination for Administrative Specialist 2 when it is next offered and must be reachable on the resulting eligible list to maintain employment.
Duties Description The New York State Education Department’s (NYSED) Office of Education Policy (OEP) is seeking candidates for an Administrative Specialist 2 position in the Operations Unit. Under the supervision of the Director of Operations, the incumbent will assist with all personnel-related activities for OEP – including using established processes to track all filled and vacant positions within OEP, submitting requests for new hiring waivers, leading recruitment efforts to fill all approved waivers, and providing technical assistance related to personnel issues to all assigned program offices – with a high level of independence and responsibility for the quality of their work. Duties of this position include, but are not limited to, the following:
• Actively participate in meetings with the Director of Operations and OEP leadership to review OEP program offices’ personnel needs;
• Develop recommendations for Director of Operations and OEP leadership regarding backfills and classification requests;
• Provide direction to OEP program office managers and staff on Department procedures and processes, providing technical assistance and training, as needed;
• Serve as primary point of contact between the Office of Human Resource Management (OHRM) and OEP Program Offices related to recruitments, onboarding, and offboarding of staff, providing technical assistance and training, as needed;
• Assist in resolving operational issues that arise within OEP program offices and liaise with OHRM staff to identify an appropriate solution;
• Administers the performance evaluation program for OEP staff and ensures that all appropriate evaluation and transaction documentation is submitted to OHRM in a timely manner for processing.
• Respond to inquiries from OEP program office management and staff about human resources laws, policies, and practices, conferring with OHRM, as needed;
• Initiate, prepare, and upon approval from Director of Operations, submit personnel requests and all required documentation to fill vacant OEP positions, including duties descriptions, organization charts, and justifications for classification packages;
• Act as first-level reviewer for all personnel transactions (i.e., education credentials, references, other documentation related to hiring and promotions) to ensure accuracy and adherence to Civil Service guidelines and Department policy prior to sending documentation to the OHRM for final review and approval;
• Maintain an accurate and up-to-date roster of all OEP staff, including item number, ODC, title, salary, funding source, etc. for each employee, using established systems;
• Maintain an accurate and up-to-date list of positions within OEP program offices, including open, requested, pending, and filled waivers for vacancies, utilizing established systems;
• Assist the Director of Operations to create, implement, document, and grow new systems across OEP;
• Other duties, as assigned.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent or temporary provisional appointment. Provisional candidates must take the examination for Administrative Specialist 2 when it is next offered and must be reachable on the resulting eligible list to maintain employment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.
This position leads to a maximum salary of $106,454 based on annual performance advances.
