Minimum Qualifications Provisional: If a viable eligible list does not exist, a provisional appointment may be made in accordance with Civil Service Law. Candidates who accept a provisional appointment must take the next competitive examination and be reachable on the resultant eligible list in order to be considered for permanent appointment to the position.

Noncompetitive Promotion: If there are no more than three qualified candidates in the promotion field for this position, the agency will request approval from the Department of Civil Service to fill this position via a noncompetitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. In order to be eligible for the NCP, candidates must be in the direct promotion field, have one year of service as a Human Rights Specialist 2 and must not have failed, or failed to take the last holding of the promotion examination for the title listed above.

Promotion: one year of permanent service as a Human Rights Specialist 2.

Duties Description • Develop and implement investigation of individual claims of discrimination or suspected systematic forms of discrimination
• Identify any research, witnesses, or documentary evidence needed; set deadlines to secure and evaluate evidence and complete the investigation
• Establish budgets for the investigative activities
• Draft or oversee the development of investigative reports, and ensure quality, completeness, and accuracy in such reports; or individual cases, review case files and issue a determination based on the findings of the investigation as to whether or not probable cause exists to believe that unlawful discrimination has occurred
• Develop and conduct outreach efforts to relevant communities and/or constituency groups to educate such communities and groups on the New York State Human Rights Law and the Division
• Ensure that operations and staff are in full compliance with all laws, policies, procedures, and standards, including requirements for the Division’s Case Management System;
• Perform the full range of supervisory duties, including performance evaluations, employee selection, and time and attendance
• Develop and deliver training for staff or Division employees
