Minimum Qualifications MINIMUM QUALIFICATIONS: Candidates must have a master's degree or higher and have relevant senior level leadership and management experience including a record of proven results and responsibility for a major complex office or institution of higher education, education or government.

Duties Description The New York State Education Department's (NYSED) Office of P-12 Operational Support is seeking candidates to fill the position of Assistant Commissioner of the Office of Accountability. The Office of Accountability works to close the achievement gap by identifying and supporting schools and Local Educational Agencies (LEAs) that are low performing, as well as those interested in replicating the best practices of the State's high performing and high progressing schools and districts. The Office administers over $1.4 billion annually in grants to LEAs that are provided to New York State (NYS) by the United States Department of Education under the Every Student Succeeds Act (ESSA), including funding to provide additional supports and services to low-income students, homeless students, neglected and delinquent students, migrant students, and students who attend school in rural areas. In addition, the Office of Accountability has oversight responsibilities for nearly $15 billion in federal COVID-19 response funding provided. Duties of the position include, but are not limited to, the following:

• Provide leadership of programs and initiatives while working to ensure equity and access to high quality educational programs for all students by managing State and federal allocations to LEAs, consisting of Accountability, Policy and Administration, Field Support Services, Metrics Unit and Office of ESSA-Funded Programs;
• Direct the work of a statewide operation consisting of approximately 75 employees and 12 project staff located primarily in Albany, Brooklyn, and Buffalo;
• Oversee NYSED’s implementation of the Every Student Succeeds Act (ESSA) state plan, which includes a wide array of programs that are designed to ensure success for students and schools;
• Direct the development and alignment of policies and procedures for school and district institutional accountability in NYS, including the development of Regents items, regulations and legislation pertaining to the responsibilities of the Office of Accountability;
• Provide leadership and support to State-appointed monitors as part of their responsibilities to provide fiscal and/or programmatic oversight in districts identified by the Commissioner of Education;
• Oversee the Department’s system for identifying the accountability status of schools and districts, including implementation of the self-assessment process for schools with special circumstances, in alignment with the approved NYS ESSA plan;
• Oversee NYSED’s support of identified schools and districts through multiple school improvement initiatives including the Diagnostic Tool for School & District Effectiveness (DTSDE), District Comprehensive Improvement Plans (DCIP), and School Comprehensive Education Plans (SCEPs);
• Oversee the annual review and approval of applications submitted by LEAs for grant programs under ESSA, including: Titles I, IIA, IVA, and V of the ESSA; School Improvement Grants, and McKinney-Vento Homeless Education program;
• Direct the review and approval of applications submitted for COVID-response funding, including funding through the Coronavirus Aid, Relief, and Economic Security (CARES) Act; Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSA Act); and the American Rescue Plan (ARP) Act.
• Direct the development and provision of technical assistance and monitoring resources to ensure LEA compliance with program requirements;
• Oversee the registration of new public schools and modifications to the school registration of existing public schools;
• Oversee the facilitation of the use of data, throughout NYSED, in conjunction with the Office of Information Reporting Services, and
• Collaborate with the Office of Information Reporting Services in operationalizing new accountability metrics for public reporting.

Additional Comments CONDITIONS OF EMPLOYMENT: This position is in the exempt class and the incumbent will serve at the pleasure of the Commissioner of Education. This position will require 25% Statewide travel. This position will be filled in either Albany or Brooklyn. Filling of this position is contingent upon Division of Budget approval.

*Salary will be commensurate with Education and Experience.

**If the position is filled in Brooklyn the salary will be subject to an additional $3,026 Annual Downstate Adjustment.
