Minimum Qualifications MINIMUM QUALIFICATIONS:
Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated to salary grade M-2 (SG-26/27) or above deemed eligible to transfer under Section 52.6 of the Civil Service Law. Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must have a bachelor’s degree AND six years of experience in education administration, educational communications or broadcasting, or development of educational resources. Three years of the experience must have been at a supervisory level; or one year of the experience must have been at a managerial level. A master’s degree may substitute for one year of general experience. Provisional candidates must take the examination for Director, Educational Television and Public Broadcasting when it is next offered, and must be reachable on the resulting eligible list to maintain employment.
55 b/c Appointment: This position is eligible for 55 b/c designation and is subject to verification of applicant eligibility. Candidates must possess the minimum qualifications and a current 55 b/c eligibility letter.
PREFERRED QUALIFICATIONS: Preference may be given to candidates who have an understanding of the P-12 New York State Learning Standards in Social Studies, Science, English Language Arts, and the Arts, and experience applying those standards in a public broadcasting setting or cultural education institution.
Duties Description The New York State Education Department’s (NYSED) Office of Cultural Education (OCE) is seeking candidates for a Director, Educational Television and Public Broadcasting position in the Deputy Commissioner’s Office. The Director, Educational Television and Public Broadcasting is a senior management position, reporting directly to the Deputy Commissioner of Cultural Education and will serve as OCE’s Education Team Leader. The incumbent of this position will provide oversight and Board of Regents policy direction for the educational work of public broadcasting entities in New York State and provide coordination and guidance for OCE’s educational initiatives and programs for early childhood and P-12 students. The Office of Cultural Education also includes the State Museum, State Library, State Archives and Summer School of the Arts. Duties of this position include, but are not limited to, the following:
• Oversee, coordinate, and direct all programmatic and administrative activities of the Office of Educational Television and Public Broadcasting, which include oversight of reporting, educational programming, and State aid programs for public broadcasting stations Statewide;
• Plan and execute strategies that enable public broadcasting to be a strong resource for the education of all New Yorkers and for improved student performance;
• Develop and enhance strong working relationships with public broadcasting stations as well as other cultural institutions;
• Coordinate with other NYSED units, including P-12 Education and Higher Education, on the integration and support of public broadcasting stations and cultural institutions, including museums and libraries, in educational settings;
• Coordinate and assist with OCE’s educational initiatives and programs for early childhood and P-12 students in the fields of science, history, and the arts including the development of educational materials for teachers and students, ensuring educational materials align with NYS Learning Standards for P-12 students, and stay abreast of developing educational trends and tactics;
• Research grant opportunities from government and non-governmental agencies that can support OCE’s educational work for P-12 students and assist with drafting grant proposals;
• Serve as the project lead and manager of OCE’s FindNYCulture.org website; and
• Supervise and provide direction to staff, including the Executive Director of the Summer School of the Arts and work with the Director to ensure programmatic needs are met.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent or temporary provisional appointment. Provisional candidates must take the examination for the Director, Educational Television and Public Broadcasting when it is next offered and must be reachable on the resulting eligible list to maintain employment. Promotions and transfers may change appointees’ negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree and work experience will be required at time of interview for all provisional candidates. This position will require occasional travel (5% of assignment).
