Job Specifics

Minimum Qualifications Minimum Qualifications:
Bachelor's degree plus five years specialized experience in the administrative side of a professional arts organization or a non-profit arts organization, two of which must have been at a supervisory level.

Preferred Qualifications:
• At least five years of experience in a finance, legal, audit or compliance function at a government agency, not-for-profit organization or organization primarily serving not-for-profit organizations.
• At least one year of supervisory experience.
• Strong experience with at least one major accounting system and/or with corporate and financial filings for New York State not-for-profit organizations, including the IRS Form 990 and NYS Charities Bureau filings.
• Strong leadership track record with combined capacity to conduct repetitive work on a high volume of work personally with a “hands on” approach as needed.
• Highly organized with strong project management skills and ability to work optimally in a fast-paced setting with multiple deadlines and attention to detail.
• Familiarity with New York State government and not-for-profit settings and grants management procedures.
• A passion for learning and willingness to adopt and share new ideas as well as work directly on a diverse array of projects.
• Excellent communication skills, with the ability to work with a wide variety of stakeholders.
• Ability to manage and coordinate multiple projects and deadlines simultaneously, with a careful attention to detail.
• Simultaneous ability to work as a member of a team and to work independently, and the ability to function effectively under uncertainty.

Duties Description This position will be based at NYSCA’s offices in Manhattan. The position will include the following responsibilities:

• Oversee and maintain the agency’s accounts payable processing for grantee and vendor payments: Workflow and planning for the creation of grant and vendor purchase orders and requests for payment within the State Financial System and in cooperation with the finance and payment services provided to the agency by the Business Services Center of the Office of General Services and the Office of the State Comptroller.
• Responses to requests for status and confirmation of payments from staff, grantees and vendors; and budget plans and periodic reports that relate to agency payments.
• Lead and conduct the agency's compliance program to monitor and assess grantee management and fiscal competency:
• Review key fiscal metrics and findings on grantee fiscal and managerial competency for staff to provide an effective tool to evaluate applicant organizations' eligibility for funding, and/or other agency policy decisions.
• Design and conduct New York State fiscal and compliance review processes applicable to NYSCA grant applicants, including Prequalification in the New York State Grants Gateway and Vendor Responsibility review.
• Oversee and conduct compliance review of grants: Interim and final report review and tracking of grant program compliance status, refunds, and program close out and reconciliation.
• Agency steps with respect to organizations flagged with potential fiscal or grant compliance concerns.
• Respond to NYSCA applicant, grantee and intra-agency inquiries about finance and compliance matters; review and prepare related guidance and informational materials for posting on the agency website.
• Perform other key tasks as assigned. This may include presentations to staff or the arts and cultural field; and matters relating to compliance and fiscal reviews of grants or agency state operations matters, as may be required by the agency.
• Utilize knowledge of not-for-profit fiscal requirements under applicable not-for-profit corporation laws, as well as best practices, and access and analyze public information, including from IRS Form 990, New York State Charities Bureau filings and other public databases.
• Supervise relevant agency staff involved in finance and compliance work at the agency, either as direct supervisor or on a project basis.
• Access, and take active leadership and administrative role with respect to, NYSCA’s use of the relevant cloud-based portals utilized for finance and compliance matters, including the State Financial System, the OSC Vendor Responsibility portal, the NYSCA application and reporting portals, and the New York State Grants Gateway.

NYSCA is seeking a Director of Finance and Compliance (Arts Program Director) to oversee and undertake the agency’s finance and compliance function for NYSCA’s vendors and its applicant and grantee portfolio of nearly 2,000 not-for-profit organizations based in New York State. The position will report to the current Deputy Director, Operations and General Counsel and work with all agency departments and partners to advance and maintain effective fiscal and compliance and support NYSCA’s culture of integrity and sound grantmaking and financial affairs. This is a unique opportunity to hold a key leadership role on the staff of NYSCA.
