Job Specifics

Minimum Qualifications Bachelor’s degree in criminal justice or a related field AND 7 years of experience working in a probation department or probation oversight agency, two years of which must have been as a probation director, probation deputy director, probation supervisor, manager, or other supervisor position. Experience must include a knowledge of probation regulations, probation investigations and supervision, managing projects and initiatives related to probation, alternatives to incarceration programs, and other community correction programs. Experience must also include a knowledge of evidence-based practices in community supervision.

Substitution: A master’s degree in criminal justice or a related field can be substituted for one year of the required experience.

Duties Description Under the general direction of the Director, Office of Probation and Correctional Alternatives (OPCA), the Assistant Director serves as principal deputy to the Director and has overall responsibility for the daily administration of all units within the Office, in addition to policy-making responsibility, both short-term and long-term. Duties include, but are not limited to, the following:

• Manages the daily activities of OPCA to achieve its objectives.
• Assists in developing policies related to local probation operations, Alternatives to Incarceration (ATI) program operations, Ignition Interlock Program, Re-entry and the Interstate Transfer of probationers.
• Represents the Director and OPCA at meetings, conferences, seminars, interagency task forces, committees, and other professional functions.
• Serves as Project Manager for the statewide Caseload Explorer Workgroup, which is working toward the automation of county probation departments and their interface with various DCJS databases. This position manages periodic workgroup meetings, develops statements of work with the vendor, reviews billing statements, and recommends approval for payment to the vendor.
• Responds to requests for assistance from Probation Directors and Commissioners in a timely manner in coordination with the Director, including problems with automated probation systems, advice on the interpretation of DCJS regulations, and other professional probation practice questions.
• Oversees a new structured review process for all critical incidents, the assignment of cases to staff, the presentation of these critical incidents at monthly review sessions, and the extended review process with local probation departments, including the development of corrective action plans and active monitoring of their implementation.
• Supports the Director in the effort to enhance communication within OPCA, provides a positive work environment for each employee, recognizes staff for their hard work, and provides staff with opportunities for professional growth.
• Reviews and develops legislation in conjunction with the Director and Counsel.
• Investigates and responds to complaints against probation departments and ATI programs on behalf of the Director.
• Directly supervises and coordinates the activities of Community Correction Representatives 3 and Contract Management Specialist 3 staff.
• Oversees the scheduling of monthly Office performance reports prepared by managers and presents these at Report-Out sessions.
• Coordinates the recruitment of office personnel including preparing, reviewing, and approving and submitting requests to fill; establishing interview panels; preparing or reviewing interview questions; and reviewing and approving all nomination packages and submitting to Human Resources.
• This position will be located at DCJS in Albany, New York with travel up to 25% of the time. Limited telecommuting may be arranged.
