Minimum Qualifications CURRENT STATE EMPLOYEES: Current New York State employee with one year or more of permanent, contingent-permanent or 55b/c service in a position allocated to a Salary Grade 23 or above and eligible for transfer under Section 52.6 of the Civil Service Law.

Eight years of experience in one or more of the following areas, which must include one year of supervision of subordinate staff
• Administration of federal, state or locally funded grant programs;
• Preparing and processing applications for disaster mitigation/recovery projects;
• Processing requests for grant project payments and performing financial reviews required for final payment;
• Damage assessment and identification of appropriate assistance funding programs;
• Review of action plans or planning, organizing and coordinating disaster recovery programs involving local, state and federal agencies.
Substitutions: An associate degree may substitute for two years of experience, a bachelor’s degree for four years, a master’s degree or juris doctorate for an additional year of experience.
Duties Description The incumbent will support the Disaster Recovery Finance Section. The duties include, but may not be limited to:
• Maintain knowledge of all applicable State and Federal laws, rules and regulations relating the Recovery programs and grant administration to include Robert T. Stafford Act, 44 Code of Federal Regulation (CFR), 2 CFR, FEMA policy and guidance, Office of General Services procurement policies, Office of the State Comptroller policies, and Division of Budget policies.
• Provide guidance to DHSES Executives, the Governor’s Office, state agencies, local governments, and not-for-profit organizations on Recovery program objectives, strategies, rules, and regulations.
• Complies with all applicable federal and state laws, rules and regulations.
• Develop and implement policy and standard operating procedures, reviews existing procedures, and makes recommendations for new policy as warranted.
• Oversee daily operations and coordination of the Recovery programs financial management, transactions, and activities.
• Manage the tracking of grant awards and monitors open projects.
• Approve financial transactions including disbursements, refunds, drawdown of funds, and journal transfers associated with each grant and project.
• Monitor FEMA deadlines for closeout of grants and projects.
• Assist with financial audits, respond to the Office of the Inspector General, FEMA, and State auditors as required.
• Oversight of quarterly, semi-annual, and annual financial reporting to FEMA or the State if necessary.
• Development of Requests for Proposal and contracts, performs contract management, procurement reviews and vendor responsibility reviews.
• Develop and provide comprehensive special reports to Executive, the Governor’s Office, Division of the Budget, local governments, and not-for-profit organizations.
• Support and staff active Federal/State Joint Field Offices and can serve as a lead State Recovery program representative during active disasters.
• Perform the full range of supervisory duties.
• Travel 20%.
• Possess and maintain a valid, unrestricted New York State motor vehicle operator’s license.
Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
