Job Specifics

Minimum Qualifications One year of permanent competitive or 55b/c service in this title or in a title eligible for 70.1 or 52.6 transfer.
This position may be designated 55 b/c and is subject to verification of applicant eligibility.

Duties Description Provide HIV/AIDS prevention education to OCFS youth
Serve as liaison between the Reproductive Health Unit (RPU) and DJJOY facilities (or other identified entities, as needed) to ensure the that the OCFS- sponsored HIV prevention education curriculum is routinely and regularly provided.
Assist in the expansion of the HIV prevention education curriculum
Schedule and perform on-site program visitations at all site locations, as needed and directed by BHS administrative staff for the purposes of program monitoring, staff training and technical assistance.
Attend HIV prevention and other adolescent, health-related conferences, trainings, and programs.
Provide direct oversight of the NYS DOH HIV Prevention Education Grant.
Prepare and submit all required annual and quarterly reports to the NYS DOH Prevention Education contact person in a timely and efficient manner, per DOH-identified standards and directives.
Manage all needs, tasks and requirements associated with the MOU between the NYS DOH and OCFS.

Additional Comments Training Specialist 1/Training Specialist Trainee 1 & Trainee 2 SG-13-18, salary and appointment grade level dependent upon qualifications of candidate at time of appointment.

HIV/AIDS/STD background; experience in Public Health, Nursing, or Health Education, ability to work well in a busy, fast-paced office and to work independently is preferred. Organizational skills are strongly preferred, as are verbal and written communication skills. Computer skills are necessary. The scope of the program is statewide and may require travel, uo to 25%. Applicant will need a valid driver’s license.

Background Investigation Requirements:

1) All prospective employees will be investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees.

2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.

3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
