Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Auditor 1 or Senior Auditor.

Eligible List Appointment: Candidates who are reachable on the Professional Career Opportunities (PCO) Select Job Titles list may be considered for appointment. If you are on the Civil Service eligible list for Auditor 1, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 70.1 Transfer to Auditor Trainee 1: Candidates must have one year of permanent competitive or 55b/c service in a title SG-13 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law AND possess either:

1. A bachelor's or higher degree in accounting, auditing, or taxation; OR
2. A bachelor's or higher degree including or supplemented by 24 semester credit hours in
accounting, auditing, or taxation courses**.

1. A bachelor's or higher degree in accounting, auditing, or taxation; OR
2. A bachelor's or higher degree with 24 semester credit hours in accounting, auditing, or taxation courses**.

55b/c Appointment: This position is eligible for 55b/c designation and is subject to verification of applicant eligibility. Candidates must possess the minimum qualifications and a current 55b/c eligibility letter.

Duties Description The New York State Education Department’s (NYSED) Office of Performance Improvement and Management Services is seeking candidates for an Auditor 1 position in the Office of Audit Services (OAS). OAS administers both the internal and external audit functions for the NYSED and is responsible for overseeing the submission of requisite financial documents from school districts, Boards of Cooperative Educational Services (BOCES) and other subrecipients of federal awards. The incumbent of this position will assist conducting audits primarily related to external educational entities. Duties of this position include, but are not limited to, the following:
• Assist in the investigation of allegations of fraud, waste or abuse;
• Serve as staff auditor on an audit team under the supervision of an auditor-in-charge and perform pre-audit surveys;
• Participate in the development of audit plans and programs by reviewing relevant documents, records, and reports;
• Participate in interviews of auditee staff to obtain required and necessary information for the conduct of audits;
• Examine source documents used by auditees to obtain documentation needed to accomplish audit objectives;
• Prepare written audit findings and reports, and recommend corrective action;
• Assist in the review of requisite financial documentation submitted by school districts, BOCES, private schools, non-public colleges and universities and other subrecipients of federal awards; and
• Perform other duties, as assigned.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required at the time of interview for all candidates.

This position may be filled as a traineeship. The salary above applies to candidates appointed to Auditor 1, SG-18. The salary for candidates appointed to Auditor Trainee 1 starts at $48,237 and, for current New York State employees, is based on the candidate’s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship in order to advance to the journey level title and salary.

All NYSED employees must be vaccinated against COVID-19 or submit to mandatory weekly testing for COVID-19.

* Leads to a maximum salary of $76,387 based on annual performance advances.

****Note that courses such as business law, economics, statistics, and most finance courses, although taken as part of an accounting curriculum, cannot be counted toward the 24 semester credit hours.
