Minimum Qualifications MINIMUM QUALIFICATIONS
Admission to the New York State Bar and two years of experience supervising legal staff and either:
• Four years of experience in the general practice of law of which two years must have been in the trial of issues in courts of record; OR
• Four years of experience in the trial of issues before a quasi-judicial agency or in the analysis and review of trial records in the capacity of legal assistant to a hearing officer; OR
• A satisfactory combination of the foregoing experience and training

Duties Description STANDARD DUTIES:
Reporting to the Chairperson of the Unemployment Insurance Appeal Board (UIAB) the incumbent will focus on directing the judicial operations at the Lower and Higher Authority of the UIAB throughout the state. These duties include but are not limited to:
• Overall supervision, planning and direction of Unemployment Insurance (UI) Referees and their supervisors including establishment of standards for hearings conducted, appeals reviewed, and decisions rendered.
• Responsibility for quality assurance system that ensures compliance with due process and court, and board decisions.
• Coordination of recruitment, selection, training, and evaluation of UI Referees, Senior UI Referees, and Principal UI Referees. This may include preparing and issuing manuals of procedures, training material, bulletins, and other general informational material in UI and administrative law.
• Periodic consultation with the Chairperson and Executive Secretary of the Appeal Board on operations including preparing and discussing agendas and problems affecting policy, programs and procedures.
• Participation in the review and analysis of new or proposed legislative initiatives related to the administration of the UI program.
• Providing Board members pertinent legal decisions and background material.
• Analysis of operating and statistical reports to evaluate and enhance productivity.
• Study of UI case law, relevant legal precedents, trends, and significant changes in legislation.
• Representation of the State of New York with UI agencies and the tribunals of other states in matters of general interest in the field of UI, and in federal and interstate conferences affecting adjudication of UI disputes.
