Minimum Qualifications MINIMUM QUALIFICATIONS

Bachelor’s degree and seven years of relevant experience.

PREFERRED QUALIFICATION: Ability to initiate and maintain relationships across a diverse set of stakeholders

Duties Description STANDARD DUTIES:

Reporting to the Chairperson of the Unemployment Insurance Appeal Board (UIAB) the incumbent will focus on planning, directing and managing all administrative activities of the UIAB and will provide advice to the Chairperson and Board members on policy, strategic planning and other issues related to the UIAB’s operations and will serve as the Chairperson’s representative with the Governor’s office, United States Department of Labor (USDOL), legislators and other federal, state and local public officials in addition to other internal and external stakeholders. The duties include but are not limited to:

• Planning, direction, management and evaluation of Board operations and performance to ensure adherence to policy standards and conformity to State and federal policy as well as to Board Rules and other internal guidelines.
• Supervision of all administrative staff of the Board to ensure complete, proper and timely discharge of all administrative work involved in both the higher and lower authority decision making processes of the Board.
• Coordination of activities between judicial and administrative staffs to ensure effective integration of effort and proper and efficient utilization of staff resources, including but not limited to scheduling periodic meetings with senior judicial and administrative staff to plan activities and resolve issues and problems of mutual concern.
• Analysis of the Board's financial needs, preparation of budget recommendations and oversight of Board personal and non-personal spending to ensure conformity with budgeted targets.
• Top level policy advice to the Chairperson, including but not limited to policy and administrative changes on policies and procedures affecting Board operation.
• Coordination with New York State Department of Labor (NYSDOL)’s administration offices on all Board personnel matters including hiring, training, salary, performance evaluation, discipline and discharge, leaves of absence and other related issues.
• Records access officer of the Board. This includes rendering decisions about what may and may not be legally released in response to requests from parties to matters before the Board and from third parties.
• Preparation of agenda for and records minutes of formal Board meetings.
• Liaison between the Board and the NYSDOL, the Attorney General, and all external stakeholders.
