Minimum Qualifications MINIMUM QUALIFICATIONS

Admission to the New York State Bar and 4 years of experience in the practice of law subsequent to the admission of bar.

PREFERRED QUALIFICATION: Ability to initiate and maintain relationships across a diverse set of stakeholders

Duties Description STANDARD DUTIES:

The Associate Counsel will provide assistance with regard to legal and legislative aspects of the Department’s programs, policies and operations as assigned. In this capacity, the incumbent will independently manage special projects and activities, represent the goals and priorities of the Commissioner of Labor with local, state, and federal Legislators, agency officials, businesses, unions, community organizations and other stakeholders. The candidate must be able to work as a member of a team, possess good decision-making skills, and must have the ability to handle high-volume activities in a deadline-driven environment. The ability to organize and prioritize a high volume of tasks is critical.

The preferred candidate should be a highly motivated individual who is interested in working in an active legal team environment on matters involving a wide variety of labor issues. Duties include, but are not limited to:

• Speak on behalf of the DOL to expand DOL's relationship with advocacy and coalition groups and partnerships with labor organizations, community groups, worker centers, and legal aid advocates
• Standardize DOL's investigations operations across divisions; developing implementation strategies, providing oversight, and offering recommendations to resolve issues
• Work In coordination with General Counsel on areas of special interest to support the Commissioner of Labor and external relationships regarding DOL specific legislation/current laws and legal matters
• Facilitate high-level conversations with advocates, unions, elected officials, federal partners where needed, especially on General Counsel related topics
• Work with program on workforce development programming providing oversight and review where necessary/helpful
• Research and analyze a variety of issues and topics to prepare background information on complex and often sensitive issues impacting assigned initiatives
• Standardize external affairs with preemptive outreach plans, strategy, management, and implementation maintaining a filing system, tracker system, and deadline system
• Provides up-to-date information regarding policy and rule changes
• Providing legal advice to other divisions within the Department, as needed, on legal aspects of pending cases.
• Review legal papers served or received and program staff’s requests for legal action to determine appropriate responsive action
• Develop standardized procedures for DOL staff to follow in carrying out routine legal tasks for which DOL is responsible.
• Consult with representatives of other local, state, and federal agencies to develop, implement, and educate regarding new or changing workforce development, unemployment insurance, worker protection or other agency programs and initiatives.
• Collaborate with the Communications Office to ensure strategic marketing and communications requirements are met for special initiatives and projects
• Assists General Counsel with research involving programs, policies, procedures, and interpretations by the Department.
• Manage a variety of information of a confidential or sensitive nature with tact and discretion.
