Minimum Qualifications
A Bachelor’s degree and two or more years of experience managing Employee Relations issues
OR
An Associate’s degree and five or more years of experience managing Employee Relations issues
OR
A High School Diploma or equivalent and ten or more years of experience managing Employee Relations Issues

Preferred Qualifications:
Strong working knowledge of US Federal and State Employment laws
Sound critical thinking, problem-solving and negotiating skills, with the ability to apply those skills to a wide range of HR issues
Solid analytic skills and ability to present data to identify trends and offer strategic advice
Excellent communicator, writer, and presenter
Strong at thinking analytically and able to interface effectively with employees at all levels
Proficiency in PC applications such as Outlook, Excel, Word, SharePoint and Teams
Understanding of the concept regarding strict confidentiality
Experience with NYS Civil Service Systems
Exceptional organizational skills
Ability to analyze and problem solve
Ability to multi-task and manage multiple priorities in a fast-paced environment

Duties Description The primary responsibilities of the Human Resources Associate-Employee Relations will be to proactively manage employee concerns/issues through various forms of intervention such as problem solving, mediation, training, and counseling. In addition, the Human Resources Associate will interpret and administer the contract, mediate and negotiate complaint resolutions with the union representatives and respond to union information requests.

The Human Resources Associate-Employee Relations will be responsible for, but not limited to, the following responsibilities:
Provide day-to-day advice and guidance to employees, HR professionals and managers on a wide range of employee relations topics such as: performance management issues, claims of unfair treatment, discrimination, or harassment
Advise on workplace issues and disciplinary actions including terminations, warnings, and grievances
Create, implement and maintain tools to improve managers’ and HR’s understanding of appropriate handling of workplace issues, such as checklists, performance improvement plans, and other tools
Identify, develop and facilitate the delivery of relevant trainings for managers, and employees on related Employee Relations topics
Conduct internal investigations into employee complaints and concerns about performance and/or behaviors
Collaborate with HR Management team to discuss/minimize potential investigations or arbitrations including claims settlements and responding to unemployment claims and hearings
Prepare spreadsheets, reports and presentations for internal partners that analyzing data and provide insight
Oversight of Labor and Management committees
Ensure that all employment laws and legislation are followed
Maintain a high level of confidentiality
Provide courteous and timely customer service to both internal and external clients

This position is “Confidential” and does not come under the jurisdiction of the Department of Civil Service. New appointees to confidential positions must serve a one year probationary period. If you are currently employed by NYSTRS in a confidential or negotiating unit position, you will be granted a leave without pay from your current position while you are serving the probationary period. Upon successful completion of the probationary period, the hold on your current position will be discontinued and you will no longer have any rights under Civil Service Law.
