Job Specifics
Minimum Qualifications Current NYS Department of Health (DOH) employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 1, G23 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G21 and deemed eligible for transfer to Health Program Administrator 1, G23 under Section 70.1 or Section 52.6 of the NYS Civil Service Law.
Preferred Qualifications: Experience with contract management functions, including an understanding contract budgets workplans and construction of contract packages; Experience working in an environment with multiple/rapidly changing and sometimes conflicting priorities; Experience using the Statewide Financial System and/or the Grants Gateway to process claims for payment or facilitate contract administration including report generation and interpretation; In depth understanding of the B1184 process, inclusive of coordination between program plans and DOH budgetary processes; Proficiency with Microsoft Word and Excel, including formulas; Experience with SharePoint &/or Microsoft Teams; Experience analyzing, interpreting, and translating fiscal and administrative data for various stakeholders, including senior management; Excellent written and verbal communication skills with a focus on attention to detail; Experience interpreting, communicating, and coordinating programmatic and administrative functions amongst programs and senior management; Ability to work independently as well as with diverse groups of individuals and offices; Supervisory experience.
Duties Description The Health Program Administrator 1 will assist with and coordine a multitude of administrative functions within the Center for Community Health (CCH) Resource Management Unit (RMU). Functions include, but are not limited to: management and administration of contracts supporting public health initiatives and Legislative Member Items assigned to CCH; working with appropriate DOH administrative offices to resolve fiscal, administrative, and contractual issues; processing contract claims for payment in the Statewide Financial System (SFS); assisting with and assessing vendor responsibility determinations for CCH contractors; procuring goods and services following applicable policies and procedures for CCH; review and generation of CCH B1184s; reviewing contracts from program areas, ensuring compliance with established policies and procedures; updating and maintaining procedural job aids for various administrative functions; other duties as assigned.
Additional Comments Contingent-Permanent, Competitive, Full-time. Occasional travel, including overnights and travel to areas that may not be served by public transportation is required (5%).
