Job Specifics

Minimum Qualifications Senior Accountant, SG-18: Permanent service in this title or one year of permanent competitive or 55-b/c service in a title SG-16 or higher and otherwise eligible for transfer under Civil Service Law, A bachelor's degree in accounting, auditing, or taxation; AND two years of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles OR A bachelor's or higher degree including or supplemented by 24 semester credit hours in accounting, auditing, or taxation courses; AND two years professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles OR A master's or higher degree in accounting, auditing, or taxation; AND one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles OR A currently valid Certified Public Accountant license and registration issued by New York State.

Note: Courses such as business law, economics, statistics, and most finance courses, although taken as part of an accounting curriculum, cannot be counted toward the 24 semester credit hours.

Experience NOT considered qualifying are activities restricted to teaching, bookkeeping, maintaining/auditing payroll records or accounts receivable/accounts payable, or preparing tax returns.

Accountant Trainee, NS: Permanent service in this title or one year of permanent competitive or 55b/c service in a title SG-11 or higher and otherwise eligible for transfer under Civil Service Law. To qualify for transfer under Section 70.4 of Civil Service Law, you must have one year of permanent competitive or 55b/c service in a title allocated to SG-11 or higher, a bachelor's or higher degree in accounting, auditing, or taxation OR a bachelor's or higher degree with 24 semester credit hours in accounting, auditing, or taxation courses *, AND a passing score on a current or previous PCO exam. Duties Description Reporting directly to the Associate Accountant, the incumbent will oversee and manage the entire revenue program in the Finance office. Duties will include, but are not limited to:

• Maintain accurate and timely revenue deposits and distribution of earned revenue, timely and complete accurate reconciliations;
• Utilize reports and analytical tools to monitor various aspects of revenue and identify and take appropriate action as needed;
• Provide appropriate customer service, address contributor questions or concerns, compliance with escrow agreements;
• Identify and resolve all differences between fingerprint system (Finance Client) and Financial Management Systems (Oracle FMS and SFS);
• Address monitoring concerns related to compliance with escrow Agreements;
• Develop a thorough understanding of OSC guidance related to revenue and sole custody account policies and procedures and to utilize this understanding to modify and/or develop and implement policies and procedures related to revenue and reconciliations and to work directly with OSC as needed;
• Train staff in key revenue functions; and,
• Perform backup for key functions within the Finance Office.
