Minimum Qualifications Candidates must be reachable for appointment on the current Civil Service eligible list for the title;

Transfer Opportunity:
Candidates must have permanent status as a Utilization Review Coordinator, Grade 19, and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 of the Civil Service Law. In order to be eligible for 70.1 transfer, candidates must have one year of permanent competitive or 55-b/55-c service in a qualifying title within two salary grades of the SG-19 level.

In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the Office of Mental Health of our intention to conduct a non-competitive promotion examination for the position of Utilization Review Coordinator at St. Lawrence Psychiatric Center. Permanent appointment may be made by non-competitive promotion of an applicant who meets the position’s minimum qualifications if all requirements of non-competitive promotion are met.

The promotion field for the Utilization Review Coordinator position consists of candidates who have one year of must have one year of permanent competitive or 55-b/55-c service as:

* For the purpose of this posting, a degree in a human services field includes the professional disciplines of audiology, community mental health, nursing, nutrition, occupational therapy, physical therapy, psychology, rehabilitation counseling, social work, speech/language pathology, and therapeutic recreation (including concentrations in art, dance, drama, music, or physical education). Also included are related academic disciplines associated with the study of human behavior (e.g., gerontology, human services, sociology, and speech communication) or human skills development (e.g., counseling, education, and human development).

Examples of non-qualifying degrees include but are not limited to: anthropology, criminal justice, political science, liberal arts, and business.

Duties Description As a Utilization Review Coordinator, you would assist in maintaining the quality and efficiency of health care delivery by assuring health care services are medically necessary and appropriate and are provided in the most cost-efficient manner. You would be responsible for analyzing individual medical records to determine appropriateness of admission, treatment, and length of stay in a facility, in accordance with agency, governmental and accrediting body standards. You would review treatment plans against established OMH criteria and standards to assure treatment is consistent with standard medical practice. You will be involved in discharge planning, concurrent planning, precertification, and clinical case appeals. In addition, you would participate in developing quality improvement monitoring criteria, conducting medical record reviews, addressing and aggregating record review data, and preparing reports for administrative and oversight committees’ reviews.

Additional Comments Background Investigation/Justice Center Review: Prospective appointees will be: 1) Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable. 2) Investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information and may be required to pay any necessary fees. 3) Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees may be required to pay any necessary fees. Additionally, prospective employees whose names are indicated on the SCR may be barred from appointment.

Office of Mental Health (OMH) hospital employees must be fully vaccinated against COVID-19. OMH does not allow for testing in lieu of vaccination.
