Job Specifics

Minimum Qualifications Interested candidates must be reachable on the appropriate Civil Service eligible list or currently an employee of New York State eligible to transfer under Section 52.6 or 70.1 or 70.4 of the Civil Service Law.

52.6 Transfer:

To be eligible for a 52.6 transfer to a Payroll Analyst Trainee 1 a candidate must:

Have one year of permanent, competitive service in a qualifying title allocated to salary grade 11 or higher

To be eligible for a 52.6 transfer to a Payroll Analyst Trainee 2 a candidate must:

Have one year of permanent, competitive service in a qualifying title allocated to salary grade 12 or higher

To be eligible for a 52.6 transfer to a Payroll Analyst 1, SG-18 a candidate must:

Have one year of permanent, competitive service in a qualifying title allocated to salary grade 16 or higher

70.1 Transfer:

To be eligible for a 70.1 transfer to a Payroll Analyst Trainee 1 a candidate must:

Have one year of permanent, competitive service in a qualifying title allocated to salary grade 11 or higher

To be eligible for a 70.1 transfer to a Payroll Analyst Trainee 2 a candidate must:

Have one year of permanent, competitive service in a qualifying title allocated to salary grade 12 or higher

To be eligible for a 70.1 transfer to a Payroll Analyst 1, SG-18 a candidate must:

Have one year of permanent, competitive service in a qualifying title allocated to salary grade 16 or higher

70.4 Transfer:

To be eligible for transfer under Section 70.4 to the Payroll Analyst Trainee 1 title, candidates must have one year of permanent competitive service in a position allocated to grade 11 or higher, possess a bachelor’s degree, and have standing on the Professional Career Opportunities (PCO) or the Public Administration Traineeship Transition (PATT) eligible lists.

Candidates may be eligible for a two-year traineeship leading to a Payroll Analyst 1, SG-18, after successful completion of the traineeship.

55B/C eligible candidates with a Bachelor’s Degree.

Duties Description · Direct “line” supervision and implementation of statewide business processes which impact the weekly administration of employee paychecks.

· Analyze data and resolve complex auditing problems.

· Run queries and initiate post audit review of transactions.

· Provide assistance to other Deductions staff and customers and determine corrective action for audit problems.

· Directly responsible for the daily processing of direct deposit, AC230, AC1476 and stop payment transactions received.

· Responsible for the coordination of the weekly Calculation and Confirmation process of employee paychecks.

· First “line” supervisor responsible for assignments to staff and monitoring daily/weekly completion of all work in the unit.

· Assist and monitor staff with the completion of the weekly review of transactions submitted by agencies and the contracting bank for direct deposit.

· Review and evaluate the accuracy of work.

· Provide payroll information to State agencies and vendors.

· Provide NYS agencies and vendors with deduction related information via telephone and email.

· Research and analyze deduction, direct deposit and paycheck records.

· Coordinate staff responses to correspondence and telephone calls from vendors, employees, and agencies.

· Identify and document business process improvements within the team.

· Maintain existing business process documentation.

· Prepare Operations Requirement Documents to communicate necessary system changes to the Systems Support Group.

· Prepare written Payroll Bulletins to communicate necessary information to agency payroll officers.

· Ability to locate, research, communicate, and document any discrepancies or unusual circumstances

· Ability to reconcile complex business reports and identify discrepancies

· Ability to run, write and modify SQL queries

· Excellent MS Excel skills

· Ability to empower and engage staff, and provide training, coaching and guidance to develop employees

· Ability to assess multiple competing priorities
