Job Specifics
Minimum Qualifications Permanent: NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above SG-21 and eligible for transfer to HR Specialist 2 Labor Relations (G-23) under Section 52.6 of the Civil Service Law.
Provisional: Current NYS employee with one year of permanent or contingent-permanent competitive service as a Human Resources Specialist 1 (Labor Relations), G-18 OR Human Resources Specialist 1, G-18.
Preferred Qualifications: Two or more years experience in the employee relations field within State government. Excellent writing, organizational and analytical skills. Strong interpersonal skills and ability to work with and manage conflicting points of view. Strong investigatory skills.
Duties Description Under the supervision of a Human Resource Specialist 3 Labor Relations, the incumbent will provide advice and consultation to program managers, employees and union representatives regarding issues addressed by the negotiated agreements between the State and the employee unions. The incumbent will investigate allegations of misconduct and incompetence, prepare and serve notices of discipline, conduct agency-level grievance and disciplinary hearings, advocate for the Department at arbitrations and conduct labor/management discussions. On occasion, the incumbent will conduct training in Counseling and Corrective Discipline, Performance Evaluations and other labor relations-related topics. Incumbent may supervise lower level staff. Incumbent must be able to travel to various Department of Health offices throughout the State to perform essential functions as needed.
Additional Comments Non-Competitive Promotion: If three or fewer eligible New York State Department of Health promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for a non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law. Employees must have one year or more of permanent or contingent-permanent, competitive service as a Human Resources Specialist 1 (Labor Relations). If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title.
