Minimum Qualifications Transfer Opportunity:
Candidates must be employed by New York State to be eligible to apply for this position. Candidates must have permanent status as a Human Resources Specialist 2 and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 or Section 52.6 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades or one M-grade of this position.

Promotion Opportunity:
In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the Office of Mental Health of our intention to potentially conduct a non-competitive promotion examination for the position of Human Resources Specialist 2, G-23, at the Office of Mental Health, Central Office. Permanent appointment may be made by non-competitive promotion of an applicant who meets the position’s minimum qualifications if all requirements of a non-competitive promotion appointment are met. In order to be eligible for a non-competitive promotion examination, candidates must have one year of permanent competitive or 55-b/55-c service as a Human Resources Specialist 1, G-18.

Commencing on October 12, 2021, all OMH Central Office employees who are not subject to a mandatory vaccination requirement shall be tested for COVID-19 weekly unless they are fully vaccinated. Fully vaccinated means that two (2) or more weeks have elapsed since receiving either the second dose in a two-dose COVID-19 vaccination series (e.g., Pfizer-BioNTech or Moderna) or the first and only dose of a single-dose vaccine (e.g., Johnson & Johnson [J&J]/Janssen).

Duties Description The New York State Office of Mental Health (OMH) is recruiting to fill Human Resources Specialist 2, Grade 23, positions in the Center for Human Resources Management. The Office of Mental Health is a large decentralized agency with 23 psychiatric centers and 2 research institutes located across the State.

Human Resources Specialist 2 positions independently perform the full range of duties for assigned program area(s) and/or psychiatric facilities within OMH. They will participate in the analysis, development, implementation, monitoring and evaluation of personnel programs, policies and procedures that facilitate staffing for facility operations or program areas. The incumbent will independently plan, organize, conduct and coordinate their work which will include: position classification; staffing; exam planning; and the provision of technical and problem-solving assistance to managers and employees concerning personnel and related human resource issues. They work directly with staff from the Department of Civil Service and the Division of the Budget on issues relating to agency personnel programs.

Experienced human resources professionals who have strong writing skills and staffing and/or classification experience are encouraged to apply.
