Minimum Qualifications
One year of permanent competitive or 55b/c service in this title or in a title eligible for 52.6 transfer.
This position may be designated 55 b/c and is subject to verification of applicant eligibility.

Duties Description
Under the supervision of an Associate Director of Personnel, directly supervise HR Specialist 1’s on how to plan, organize, conduct and coordinate personnel activities for one or more major Agency programs, offices or facilities.

Supervise, train and act as a resource for HR Specialist 1s and support staff in the performance of staffing and recruitment activities.

Supervise and train staff in the evaluation of preparation of documentation to (re)classify or extend positions.

Analyze staffing needs for new or expanded agency programs.

Supervise the administration of the agency’s reduction of staff in accordance with agency resources and priorities within the framework of Civil Service Law, Rules and Regulations;

Serve as designated HR contact for COVID-related inquiries, all related tracking, and communications regarding vaccination/testing mandates, etc.

Assist with agency recruitment efforts in attending and organizing job fairs and work with program areas on general or targeted community/demographic outreach.

Additional duties will be discussed in detail during the interview.

Additional Comments Preferred Qualifications:

Working knowledge of the principles and practices of personnel administration as practiced under the provisions of the New York State Civil Service Law and Rules and Regulations, experience, and knowledge of the State Classification and Compensation Plan and knowledge of the Guidelines for a Reduction in Force preferred.

Strong oral, writing and interpersonal skills, leadership and commitment to employee development.

Background Investigation Requirements:

2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.

3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
