Minimum Qualifications There is no Civil Service Eligible List for this title.
Transfer: Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.
OR
Promotion/Provisional: Candidates must have one year of service in a position graded M-1 or higher in a human resources, training, or labor relations title.
Duties Description The Director Human Resources 3 will serve as a Regional Director and is responsible for managing and coordinating human resources activities within the catchment area (Finger Lakes and Western NY). The major functions of OPWDD’s Bureau of Human Resources include Human Resources / Personnel, Employee Relations, Talent Development and Training, and Workforce Transformation to prepare the workforce for emerging directions of services for people with intellectual and developmental disabilities. Duties and responsibilities include, but are not limited to the following:
- Act as a liaison between State Operations, Regional and Central Offices.
- Act as a liaison between the Central Office and regional staff.
- Represent the Bureau in internal and external meetings as required.
- Ensure effective responsiveness to requests and initiatives.
- Create a divisional knowledge base and effective cross trained teams.
- Manage geographically dispersed staff.
- Provide leadership, direction, motivation, supervision and performance evaluation to staff within the assigned region.
- Design and develop strategies to ensure that agency objectives and metrics are met in the catchment areas assigned.
- Proactively manage implementation timelines for Projects.
- Ensure communication flow and consistency of practice.
- Generate reports, analyze data, summarize progress and recommend improvements.
- Maintain real-time information on Bureau responsibilities, including but not limited to:
Labor relations work;
Hiring and staff management processes;
Staff availability: leaves, etc.;
Status of training compliance, implementation of statewide New Employee Orientation;
Implementation of emerging workforce transformation initiatives;
Reviewing processes and provide recommendations to streamline and create efficiencies across disciplines of the Bureau;
Participating in the research, development and implementation of policies and procedures;
- Position requires approximately 40% travel within the assigned region and statewide travel, as deemed necessary.
