Job Specifics

Minimum Qualifications A Bachelor’s Degree and four years of progressively responsible experience with technology and monitoring, disseminating, interpreting, and clarifying policies, rules, regulations and directives. Three years of the experience must have been at a supervisory level. Experience must include working with customer developing user requirements, coordinating, and managing staff in a systems development and program implementation effort in a human services environment. A Master’s Degree may be substituted for one year of experience and the experience must have been in the supervision of staff in the program support and implementation of a large public assistance program.

Education Substitutions – eight years of experience must include working with customer developing user requirements, coordinating, and managing staff in a systems development and program implementation effort in a human services environment. Three years of the experience must have been at a supervisory level.

Duties Description This Project Coordinator, G27-equivalent position is located within the Pandemic Electronic Benefits Transfer Program (P-EBT) Bureau, in the Division of Employment and Income Support Programs (EISP). This position will serve as the Bureau Chief of P-EBT. Duties include but are not limited to the following:

• Work with the many different divisions and bureaus within OTDA, including EISP; Budget, Finance and Data Management; Upstate Systems Bureau, Metro Systems Bureau, and Legal Affairs to determine eligibility for the PEBT program;
• Work with the New York State (NYS) Education Department (SED), the NYS Department of Health (DOH), the NYS Office of Information and Technology Services (OITS), the NYS Office of Children and Family Services (OCFS) Human Services Call Center (HSCC), and the New York City Department of Education (DOE) to determine eligibility for the PEBT program;
• Develop NYS P-EBT Program plans and obtain federal approval from the United States Department of Agriculture (USDA) Food and Nutrition Services (FNS);
• Work with State agency partners to obtain and program the necessary data in order to distribute P-EBT benefits to more than 2.4 million eligible school children in NYS;
• Coordinate data collection, eligibility determination and benefits distribution, including managing the daily operations of the P-EBT program database;
• Attend weekly meetings with USDA FNS and lead weekly meetings with State agency partners;
• Supervise staff responsible for operating the P-EBT program and oversee all aspects of State and federal policy governing P-EBT;
• Take the lead on the development and administration of the program, including staffing for the P-EBT dedicated mailbox and HSCC response teams to respond to inquiries from the public regarding the program and eligibility of individual children;
• Be accountable for the overall management of the staffing for P-EBT;
• Maintain detailed project work plans and facilitate regular status meetings with internal and external stakeholders and document discussions;
• Develop risk assessments with all stakeholders, so that vulnerabilities are quickly identified, and mitigation strategies rapidly implemented;
• Monitor P-EBT SNAP administrative funding and provide data analysis and projections of program spending and take-up usage; development and preparation of Federal and State reports;
• Report out to OTDA Executive staff and stakeholders, including the Governor's Office and Division of Budget, on all aspects of the P-EBT project status, milestones, risks, and outcomes; and
• Ensure OTDA is compliant with all State and Federal statutory program requirements, and all other Federal guidance.
