Minimum Qualifications MINIMUM QUALIFICATIONS:

Candidates must be currently permanent in the title of Treatment Team Leader, or reachable on the current Civil Service List, or be eligible to transfer via Sections 70.1 or 52.6 of the Civil Service Law. Provisional qualifications:
After one year of permanent service in a Group 1 Title OR two years of permanent service in a Group 2 title, successful candidate will be qualified for appointment from the eligible list.

SELECTION CRITERIA:

Candidates will be expected to demonstrate and will be evaluated against the following criteria:

• Ability to maintain productive working relationships with other Administrative Units, Community Representatives, Private Agencies, Colleagues, Union Representatives and Subordinates.
• Knowledge of a variety of treatment and service delivery techniques and the ability to plan, organize and oversee delivery of such services.
• Skills in conflict management and problem solving.
• Working knowledge and demonstrated skill in the principles and practices of management and supervision.
• Ability to analyze, plan, organize, train, assign, monitor, and evaluate programmatic and managerial initiatives, and to address related issues as identified.
• Knowledge of the needs and sensitivities of the community and of the resources available within the community which have the potential for development to meet service delivery needs.
• Working knowledge of applicable federal and state regulations governing operations of all programs – inclusive of main provisions of the HCBS Waiver.
• Working knowledge of the components of an ISP/IPOPO and respective supplementary plans and the roles and responsibilities of various service providers.
• Knowledge of CNY DDSO/OPWDD Policies and Procedures and current Labor/Management Agreements.
• Ability to prepare comprehensive written proposals for new or expanded services as well as other written administrative reports.
• Willingness to adjust one’s personal schedule to meet program, client and organizational needs.
• Possess acceptable attendance record as specified in the DDSO Time and Attendance Policy and Demonstrated.

• Ability to travel to and from various sites within a reasonable amount of time.

POSITION DESCRIPTION:

Under the supervision of the DDPS4 the TTL is responsible for all clinical, programmatic, and administrative functions relating to the operation of group homes providing services to individuals with developmental disabilities. The TTL is responsible for ensuring the safety and welfare of all individuals under their charge, The TTL interfaces with families, correspondents, and medical facilities.

PRIMARY DUTIES AND RESPONSIBILITIES:

Provide leadership and direction to the operations of assigned programs and services:

• Ensure compliance with regulations, control agency standards, and local DDSO policies and procedures.
• Develop and implement program goals.
• Promote agency and DDSO philosophy and initiatives.
• Supervise the interdisciplinary treatment team providing a range of programmatic services.
• Provides leadership, guidance & supervision to clinical and supervisory staff.
• Fosters positive relationships between direct care and clinical staff, as well as between residential and day program staff.
• Evaluates staff effectiveness. Motivates and coaches’ staff to improve quality of services delivered. Ensures provision of training/retraining as needed.
• Oversees the management of all key resources, while involving appropriate staff in relevant decision making & management.
• Ensures that all staff are deployed and utilized in the most efficient and effective manner.
• Ensures that safe and positive physical plant environments are provided and maintained. Ensures that both personal service and non-personal service expenditures for assigned sites are appropriate, and do not exceed allocations.
• Ensures an appropriate level of staff involvement in all these processes.
• Ensures that all required documentation and administrative reports are prepared per established guidelines.
• Serves on a variety of committees and coordinates special projects as requested/assigned.
• Functions as an integral member of the unit's administrative team, contributing to planning, goal setting, & evaluation of service.
