Job Specifics

Minimum Qualifications A Bachelor’s Degree and at least two years of supervisory experience.

Education Substitutions - Six years of specialized experience in human services/customer service; such as assisting people in applying for public assistance programs (HEAP, TA, SNAP, etc.), workforce development assistance in such settings as schools, shelters, and community-based organizations, and call center experience, two of which must be in a supervisory capacity or an Associate's degree and four years of specialized experience in human services/customer service, with two years being in a supervisory capacity.

Duties Description These 2 Project Assistants, G-23 equivalent positions are located within the Pandemic Electronic Benefits Program (P-EBT) Bureau, in the Division of Employment and Income Support Programs (EISP). These positions will report to the Project Coordinator in the P-EBT Bureau within the Electronic Benefits Program (EBT), P-EBT and the Restaurant Meals Program (RMP) Bureau. Duties include but are not limited to the following:
• Work with various New York State (NYS) agencies including the NYS Office of Children and Family Services (OCFS), the NYS Education Department (SED), the NYS Department of Health (DOH) and the NYS Office of Information Technology Services (OITS);
• Supervise staff responsible for establishing and transmitting program policy and oversee all aspects of State policy and operations governing P-EBT;
• Take the lead on the development and administration of the program, including staffing for customer service of a State administered mailbox, database and State systems, and overseeing a contracted P-EBT Helpline Call Center to respond to inquiries from the public regarding the program and P-EBT payments;
• Be accountable for the overall management of the staffing for P-EBT;
• Maintain detailed project work plans and facilitate regular status meetings with internal and external stakeholders and document discussions;
• Develop risk assessments with all stakeholders, so that vulnerabilities are quickly identified, and mitigation strategies rapidly implemented;
• Report out to OTDA Executive staff and stakeholders, including the Governor's Office and Division of Budget, on all aspects of the P-EBT project status, milestones, risks, and outcomes;
• Ensure OTDA is compliant with all State and Federal statutory program requirements, and all other Federal guidance; and
• Assist and supervise other projects, as assigned.
