Minimum Qualifications Transfer: Eligible for 52.6 transfer
Non-competitive Promotion: If three or fewer interested promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law. To apply for this position, candidates must be current New York State Department of Civil Service employees and must have one year of competitive service as a Diversity & Inclusion Specialist 3 (M-2).
Provisional: Bachelor’s degree and seven years of experience* in diversity and inclusion, equal opportunity, or human rights. Two years of the experience must have been at a managerial level.
*Qualifying experience includes work with community service organizations concerned with diversity and inclusion, equal opportunity, civil rights, training, and upgrading the educational and job qualifications of protected class members; and human resources or labor relations experience directly related to diversity and inclusion.
The ideal candidate will possess the following competencies:
• Cultural competency that encompasses all aspects of equal opportunity and non-discrimination as it relates to under-represented groups – including but not limited to LGBTQ+ individuals, people and veterans with disabilities, and women.
• Excellent oral, written, and presentation skills.
• Ability to build strong interpersonal relationships at all levels of an organization.
• Expertise in using data in decision-making processes.
• Demonstrated ability to effectively analyze complex issues and problem solve
Duties Description Reporting to the Director of Diversity & Inclusion Management, the duties of the Manager of Diversity & Inclusion will include the following:
• Working with the Director to advance statewide initiatives related to the development and implementation of statewide diversity and inclusion policies, targeted outreach and recruitment, and diversity, equity, and inclusion-related training.
• Managing the Division’s day-to-day activities and assignments, including overseeing multiple teams responsible for the execution of policy related to diversity and inclusion and equal employment opportunity programs for agencies.
• Supervising staff in conducting diversity and inclusion surveys and performing a review and analysis of the resultant data.
• Managing the production of reports that analyze State workforce management trends and working with the Director to operationalize recommendations based on the findings.
• Evaluating agencies’ progress in meeting objectives and recommending any corrective action.
• Providing expert advice to internal and external customers on diversity and inclusion, equal opportunity, and reasonable accommodation issues.
• Reviewing proposed legislation or programs related to merit system activities to assess their impact on diversity, inclusion, and equal employment opportunities; and making appropriate recommendations.
Additional Comments NOTE ON TELECOMMUTING: DCS Employees are required to apply and obtain approval through management to telecommute according to DCS Telecommuting Pilot Program Guidelines.
