Job Specifics
Minimum Qualifications Bachelor’s degree in a human services, social services, social work, psychology, counseling, or other related discipline; and eight years progressively responsible experience in oversight and policy development related to harm reduction services, within the substance use service continuum or health care setting. At least three of the candidate’s years of experience must have been in a managerial capacity. A master’s or higher-level degree may substitute for one year of required experience. Four years of additional relevant experience (beyond the eight years minimum), or two years of additional experience plus an associate’s degree may substitute for a bachelor’s degree.
Duties Description Under the direction of the OASAS Commissioner, this exempt class position has direct responsibility for coordinating the design, implementation, and policy development associated with the delivery of harm reduction services at the New York State Office of Addiction Services and Supports (OASAS). The duties of the incumbent include:
• Oversees efforts to integrate substance use disorder (SUD), mental health (MH) and primary care outreach to persons not engaged currently in prevention, treatment or recovery, including but not limited, low threshold harm reduction and overdose prevention services outside traditional SUD, MH and primary care settings.
• Develops, expands, and manages collaboratively the provision of harm reduction services by entities under contract with OASAS.
• Oversees the development of guidance and standards for harm reduction providers and the delivery of harm reduction services consistent with the most current research in evidence-based practice.
• Establishes, revises, and implements policies and procedures related to the delivery of harm reduction services in non-traditional settings and across the entire substance use disorder continuum, to include but not limited to, community outreach, low threshold engagement, the integration of services to address the social determinants of health, overdose prevention and the development of new services.
• Serves as a liaison with other OASAS Divisions, state agencies, local governments, the federal government, and other external partners in the areas listed above.
• Manages staff within the Division of Harm Reduction Services.
• Informs the development of harm reduction data collection criteria and performance measures.
• Focuses on specialty populations and services.
• Participates in OASAS and inter-agency/organizations, committees and workgroups.
