Minimum Qualifications Management Specialist 1 (SG-18):

Eligible for a lateral transfer or eligible for a 70.1 transfer by having one year of permanent competitive service in an appropriate title;

OR

Management Specialist Trainee 1 (SG-NS):

Eligible for a lateral transfer or eligible for a 70.1 transfer by having one year of permanent competitive service in an appropriate title;

OR

Management Specialist Trainee 2 (SG-NS):

Eligible for a lateral transfer or eligible for a 70.1 transfer by having one year of permanent competitive service in an appropriate title;

OR

Reachable on the appropriate eligible list in Albany.

Duties Description This Audit & Quality Improvement (A&QI) position will be within the Program Integrity data analytics unit. This position will be responsible for the organization and review of fraud allegations submitted to our office in relation to the Emergency Rental Assistance Program (ERAP) and Landlord Rental Assistance Program (LRAP), and for the analysis and reporting of SNAP Online Purchasing Pilot (OPP) data. The variety of duties for the position will include, but are not limited to:
• Performing preliminary investigations into ERAP and LRAP fraud submissions and thoroughly documenting any findings;
• Making phone outreaches to complainants for clarification or additional details regarding their ERAP or LRAP fraud submission;
• Assisting in the drafting of administrative and fraud referrals for ERAP/LRAP to vendor, local district, or outside agency contacts, as necessary;
• Reviewing ERAP/LRAP fraud referrals from the vendor to verify their findings and determine if escalation is necessary;
• Preparing the monthly OPP Trend Report, which involves processing of SNAP OPP data and the development of relevant tables, charts and written analysis;
• Utilizing Structured Query Language (SQL) to retrieve relevant data to assist in the above tasks;
• Processing and distributing monthly Felon Match data; and
• Assisting in additional data analysis projects for Program Integrity, or A&QI as a whole.

Additional Comments A full-time, permanent appointment will be made. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title. This position requires travel at less than 25%.

Salary for Trainee 1 begins at $46,529
Salary for Trainee 2 begins at $49,202
