Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Associate in Educational Planning and Evaluation.

Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55 b/c service as a Veterans Education Program Representative 3. Candidates must also possess a Master's degree AND four years of experience in the field of education or in public administration. Two or more of the four years must be in an educational or governmental organization in an administrative position with major responsibility for one or more of the following: educational program planning, educational program evaluation, educational program auditing, educational program research, and/or educational program budget planning. Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must have a Master's degree AND four years of experience in the field of education or in public administration. Two or more of the four years must be in an educational or governmental organization in an administrative position with major responsibility for one or more of the following: educational program planning, educational program evaluation, educational program auditing, educational program research, and/or educational program budget planning. Provisional candidates must take the examination for Associate in Educational Planning and Evaluation when it is next offered and must be reachable on the resulting eligible list to maintain employment.

55b/c Appointment: This position is eligible for 55b/c designation and is subject to verification of applicant eligibility. Candidates must possess the minimum qualifications and a current 55b/c eligibility letter.

PREFERRED QUALIFICATIONS:

Preference may be given to candidates who have:
• At least two years of teaching in a district, charter, or nonpublic school or BOCES and fluency in Spanish, Haitian Creole, or French.

Duties Description The New York State Education Department’s (NYSED) Office of Education Policy is seeking candidates for an Associate in Educational Planning and Evaluation position in the Office of P-12 Instructional Support (OIS). The incumbent of this position will serve in a “Chief of Staff” role for the Deputy Commissioner of OIS. The Office of OIS coordinates many of the instructional standards, special education, student service, and educational technology services that NYSED provides to public, non-public, and charter schools, school districts, and BOCES. OIS also provides leadership and oversight for systems coordination and implementation of the NYS Next Generation Learning Standards and the Graduation Measures project. Duties of this position include, but are not limited to, the following:

• Coordinate the development and implementation of all initiatives across OIS (Access, Equity, and Engagement, Bilingual Education and World Languages, Learning Standards and Instructional Programs, Special Education, and Student Support Services), to ensure proper alignment and coherent message;
• Confidentially support and coordinate the work and policy initiatives of the Deputy Commissioner, P-12 Instructional Support and represent the Deputy Commissioner of OIS in internal and external meetings;
• Work closely with and respond directly to NYSED senior management as needed;
• Monitor vendor activities and responsibilities, as assigned for quality, timeliness, accuracy and completeness;
• Review and ensure the quality of programmatic reports before they are finalized and made public;
• Coordinate the assignment of staff across OIS; and
• Supervise professional and support staff in the preparation of written materials, including procurements, correspondence, calendar coordination, and research to assist in the development and implementation of NYSED policies and procedures.



Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment or a temporary provisional appointment. Provisional candidates must take the examination for Associate in Educational Planning and Evaluation when it is next offered and must be reachable on the resulting eligible list to maintain employment. Promotions and transfers may change appointees’ negotiating unit. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required at the time of interview for all candidates. This position may require up to 25% Statewide travel.

* Leads to maximum salary of $114,393 based on annual performance advances.

** In addition to the listed base salary, this position receives a $3,026 Annual Downstate Adjustment.
