Minimum Qualifications MINIMUM QUALIFICATIONS

Admission to the New York State Bar and current registration to practice law in New York State is necessary for continued employment. Disbarment or loss of registration shall result in termination or suspension of employment.

Candidates reachable on the Civil Service Eligible list(s) will be canvassed. However, you may also apply if you are eligible for appointment by one of the following qualifications:

52.6 TRANSFER QUALIFICATIONS: You may qualify for transfer if you have one year of permanent competitive service in a title allocated to a Grade 23 or above and your title is designated “Administrative” under Section 52.6 of the Civil Service Law.

Transfer candidates must also possess a law degree from an accredited college or university and be able to provide evidence of current registration to practice law in New York State.

Duties Description STANDARD DUTIES:

Under the direction of an Associate Attorney and Deputy Counsel, the Senior Attorney may be assigned to one of the following roles within Counsel’s Office:

The Senior Attorney will advise the Department in all aspects of the New York State procurement process, which will include but not be limited to reviewing draft Requests for Proposals, advising the Purchase and Contracts Office on issues that arise throughout the procurement process, negotiating contracts with awarded bidders, and reviewing terms and conditions. Senior Attorney may also work on federal program issues, including Unemployment Insurance (UI) and the Department’s efforts to modernize the state’s entire UI system. The Senior Attorney will prepare written opinions on legal questions related to UI (including UI confidentiality), the federal Workforce Innovation Opportunity Act (WIOA), and other federal issues. The Senior Attorney will also negotiate and draft UI data sharing agreements.

Alternatively, the Senior Attorney may be responsible for the management and coordination of responses to records requests pursuant to Freedom of Information (FOIL) requests and subpoenas. The incumbent will review and analyze records to ensure agency compliance with applicable laws and regulations related to confidentiality and privacy, advise and assist staff and management on legal issues related to records management and retention, communicate with members of the public regarding records requests, and conduct legal research and advise management and staff members of recent developments in the law.
