Minimum Qualifications Only open to qualified employees of New York State:
Candidates must be reachable for appointment on the current Civil Service eligible list for the title;

OR

Transfer Opportunity: Candidates must have one year of permanent service as an Office Assistant 2 Keyboarding and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 of the Civil Service Law. In order to be eligible for 70.1 transfer, candidates must have one year of permanent competitive or 55-b/55-c service in a qualifying title within two salary grades of the Grade 9 level.

Provisional Opportunity: Candidates must have one year of permanent service as a Data Entry Machine Operator, Data Entry Machine Operator (Spanish Language), Keyboard Specialist 1, Keyboard Specialist 1 (Chinese Language), Keyboard Specialist 1 (Spanish Language), Law Department Document Specialist Trainee 1 or Trainee 2, Office Assistant 1-Keyboarding, Office Assistant 1-Keyboarding (Chinese Language), Office Assistant 1-Keyboarding (Spanish Language), or in an office assistant or clerical title allocated to Grade 5 or higher.

Candidates appointed provisionally must take the next Civil Service examination for this title and their score must be reachable on the resulting eligible list before they can be permanently appointed. Candidates who do not pass the examination or achieve a reachable score may not be retained.

In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the Office of Mental Health of our intention to conduct a non-competitive promotion examination for the position of Office Assistant 2 (Keyboarding) at St. Lawrence Psychiatric Center. A permanent appointment may be made by non-competitive promotion of an applicant who meets the position’s minimum qualifications if all requirements of non-competitive promotion are met.

Please Note: Candidates who are not transferring from a keyboarding title must possess adequate keyboarding skills (i.e., the ability to type 30 words per minute with at least 96% accuracy) as demonstrated by passing the Keyboarding Performance Test.

Provisional:

In the event that there is no valid eligible list at this location, candidates who meet the following minimum qualifications for the Office Assistant 2 Keyboarding examination to be held November 5, 2022 may apply and, if hired, will be provisionally appointed.

On or before November 5, 2022, candidates must be a qualified employee of New York State and have one year of permanent competitive or 55-b/55-c service as an office assistant, clerical or keyboarding title allocated to SG-6 or higher.

Either A. a Law Department Document Specialist Trainee 1, Law Department Document Specialist Trainee 2, Office Assistant 1-Keyboarding, Office Assistant 1-Keyboarding (Chinese Language) or Office Assistant 1-Keyboarding (Spanish Language).

Or B. an office assistant or clerical title allocated to Grade 6 or higher. A comprehensive list of qualifying titles is available at: https://www.cs.ny.gov/examannouncements/announcements/38695titles.cfm. ONLY the titles listed are qualifying for these examinations. Examples of non-qualifying titles are: Developmental Disabilities Secure Care Treatment Aide 1, Direct Support Assistant, Food Service Worker 2, Licensed Practical Nurse, Mental Health Therapy Aide, Security Services Assistant, and Youth Support Assistant.

Note: For option B above, candidates, prior to being considered for appointment, may be required to pass a keyboarding test that demonstrates your ability to enter text using an alpha numeric computer keyboard, at a rate of at least 30 words per minute with at least 96% accuracy.

Candidates must apply for the examination(s) by September 21, 2022 and take the examination on November 5, 2022. Candidates appointed provisionally must receive a score that is reachable on the resulting eligible list before they can be permanently appointed. Candidates who are disqualified or who do not receive a reachable score may not be retained.

Duties Description As an Office Assistant 2 (Keyboarding), you either would supervise two or more Office Assistants 1 or other lower-level staff; or directly perform the more difficult or complicated clerical processing and office support work for which substantive knowledge of the program area is required; or do both. You would spend most of your work time performing keyboarding, data entry, chart compilation or arrangement, or tasks involving typing into computerized systems.

Additional Comments Background Investigation Requirements
Prospective appointees will be: 1) Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable. 2) Investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees. 3) Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees. Additionally, prospective employees whose names are indicated on the SCR will be barred from appointment.

Additional Comments:
OMH hospital employees must be fully vaccinated or willing to become fully vaccinated against COVID-19. Candidates who are not fully vaccinated against COVID-19 may not start working until two weeks after their first dose of a COVID-19 vaccine.
