Job Specifics

Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position.

Candidates must have permanent status as an Program Aide (formerly Agency Program Aide/Administrative Aide), Grade 13, and be eligible for lateral transfer; OR be eligible for transfer under Section 70.1 of the Civil Service Law.

Based on federal and/or state regulations, this position requires vaccination against COVID-19. Upon appointment, the selected candidate must be fully vaccinated, or willing to become fully vaccinated, against COVID-19 and will be required to provide proof of vaccination. Candidates who are not fully vaccinated against COVID-19 at the time of interview may not start working until two weeks after their final dose of a COVID-19 vaccine

Duties Description The Office of Mental Health (OMH) is recruiting to fill a Program Aide, Grade 13, position in the Office of Financial Management, Bureau of Procurement Enterprise Services (BPES). BPES provides contract management and procurement support services to 24 facilities, OMH Central Office, OMH Cook Chill Production Center, and OMH Capital Operations.

The incumbent will perform para-professional duties for multiple units within the BPES. Specific duties may include, but are not limited to, the following:

1. Access database development and maintainence
2. SharePoint development and maintenance
3. Fiscal and contract analysis utilizing SFS analytics and other sources.
4. Vendor responsibility reviews
5. Research projects for BPES management
6. Preparation of reports and dashboards for BPES management and OMH executives
7. Develop agendas and scribe for meetings
8. Create, maintain, and update templates used by BPES staff
9. Statewide Financial System (SFS) activities

Desired competencies:

* Proficient in Microsoft Office products, especially Word and Excel
* Critical thinking and problems solving skills
* Good oral and written communication skills
* Ability to manage multiple assignments/projects
* Ability to research solutions independently and desire to learn new skills

This position is vital to the core mission of the agency because it is the communication, organization, coordination and record maintenance functions provided by this position that enable the BPES’s administrative management program staff to accomplish the work of the BPES.

Additional Comments The Bureau of Procurement Enterprise Services is conveniently located in independent offices on the grounds of the Capital District PC at 75 New Scotland Avenue, Albany, New York. Guaranteed covered parking with exclusive employee entrance to office areas is available for $5/month.
