OR

Transfer Opportunity – Candidates must have permanent status as an Office Assistant 3 (Calculations), Grade 14, and be eligible for lateral transfer; OR, be eligible for transfer via Section 70.1 of Civil Service Law. To qualify for Section 70.1 transfer, candidates must have at least one year of permanent status in a title approved for transfer by Civil Service within two salary grades of the Grade 14 level.

Provisional Opportunity – In the event that there is not a valid eligible list, candidates who meet the following promotion qualifications may be provisionally appointed:
Candidates must be a qualified employee of New York State and have at least one year of permanent competitive or 55-b/55-c service as an Office Assistant 2; or one year of permanent service in a clerical, keyboarding, or paraprofessional title allocated to Grade 7 or higher. Candidates appointed provisionally must take the next scheduled Civil Service examination for this title and their score must be reachable on the resulting eligible list before they can be permanently appointed.

Candidates who do not pass the examination or achieve a reachable score may not be retained.

Duties Description As an Office Assistant 3 (Calculations), you would supervise and perform various activities necessary to the fiscal or business management of state agencies, facilities, or institutions or to the fiscal transactions with local agencies. This work may include assigning and directing the work of subordinate account and audit clerks; processing financial claims against the state; preparing annual and quarterly budgets; setting up ledgers from appropriation acts and budget segregations; keeping ledgers of revenue receipts and reconciling balances with monthly bank statements; preparing or auditing payrolls; answering correspondence; and doing related work as required. You may also supervise other clerical operations including inventory records and/or personnel records. In addition, there is an emphasis in this class on General and New York State Accounting Procedures, the rules and regulations of the Office of the State Comptroller, and on State Finance Law.

In order to be eligible for appointment and to maintain employment, you cannot be listed as an excluded individual or entity on any of the Federal and/or State Medicaid and Medicare exclusion lists (or excluded from any other Federal or Federally assisted program). If you are appointed and subsequently listed as an excluded individual or entity on any of these lists (or excluded from any other Federal or federally assisted program), you may be terminated from your employment.

Additional Comments Background Investigation/Justice Center Review: Prospective appointees will be: 1) Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable. 2) Investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information and may be required to pay any necessary fees. 3) Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees may be required to pay any necessary fees. Additionally, prospective employees whose names are indicated on the SCR may be barred from appointment.

Additional Comments: This position is eligible for the Downstate Adjustment of $3,026.
