Minimum Qualifications Minimum Qualifications for Provisional Appointment:
Must be a qualified employee of New York State and have had one year of permanent competitive or 55 b/55-c service as a Senior Natural Resources Planner or Environmental Program Specialist 1 (Natural Resources).
OR
Seven years of experience in local and/or regional planning involving natural resource analysis; developing and implementing natural resource program policies; writing technical or programmatic reports relating to natural resource program areas; and/or developing, implementing, and evaluating natural resource programs.
OR
Bachelor's degree or higher in coastal resources management, cultural resources and historic preservation studies, ecology, ecosystem management, environmental biology, environmental engineering, environmental health, environmental planning, environmental science, environmental studies, environmental toxicology, forest science, forestry, natural resources management, natural resources planning, or urban forestry AND three years of experience in experience in local and/or regional planning involving natural resource analysis; developing and implementing natural resource program policies; writing technical or programmatic reports relating to natural resource program areas; and/or developing, implementing, and evaluating natural resource programs.

or
Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or
Transfer Eligible - One year of permanent competitive service at Salary Grade 21 or higher and either:
Eligible for transfer under Section 70.4: Must meet the open competitive minimum qualifications below;
or
Eligible for transfer under Section 70.1: Permanent competitive service as an Environmental Specialist 2 (Natural Resources) or Costal Resources Specialist 2.
If no more than three individuals meeting the provisional qualifications are interested, it will be possible to make a permanent appointment via non-competitive promotion. The minimum qualifications for non-competitive promotion are: Must be a qualified employee of the New York State Department of Environmental Conservation and have had at least one year of permanent competitive or 55-b/55-c service as a Senior Natural Resources Planner or Environmental Program Specialist 1 (Natural Resources).
Duties Description Managing higher level environmental planning and review procedures. Specifically identifying and complying with SEQR requirements, developing, and completing supplemental environmental assessments (EAFs) and ensuring the State Land Project Consultation requests are filed and other permit and wetland reviews are completed.
Provide guidance and interpretation for interim measures to comply with recent court rulings that are affecting the normal operations of the recreation program and meeting the maintenance and construction needs of our program’s facilities and infrastructure to protect health and safety concerns for the public. Interpret and provide further technical guides and definitions for tree counting and plot size assessments in determining compliance within the timeframes and design and construction project development.
Serve as a team member to assisting the development of a universal program asset inventory system, migrating Unit Management and Camping asset information into GIS and MMS platforms. This would include coordinating and lending support for accessible asset data.
Implement computer databases and tracking programs for related program reports and records. Develop and conduct workshops and training sessions for program staff and /or regulated community. Develop tracking, forms and questionnaires for field staff. Conduct surveys and outreach from the public for input and confirming ideas.
Work with executive staff, regional directors, managers, APA and other intergovernmental organizations to provide support and negotiate issues or interpretations to advance unit management plan review processes for eventual approval and resolution.
Develop relationships with regional managers and design teams to provide assistance with project planning and design to ensure additional regulatory requirements are meet and complied with.
Manage and supervise the planning section and staff within the Bureau of Recreation for the advancement of facility unit management plans, data collection, state land master plan compliance, ensuring protections of natural resources are being provided, attempt to address over use and carry capacity issues while promoting and developing recreational and use opportunities within the division’s managed lands.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Must be able to work in remote areas. Travel may be required. Overtime may be required. Overnight travel may be required. Weekends and holidays may be required.
