Eligible for transfer under Section 70.1: Permanent competitive service as an Environmental Program Specialist 1 (including trainees), Program Aide, Administrative Specialist 1, Biologist 1 (Aquatic), (Ecology), (Marine), (Wildlife), Public Participation Specialist 1, Environmental Analyst 1 and Trainee 1 & 2, Environmental Engineering Technician 2 & 3, Fish and Wildlife Technician 3, Legal Assistant 2, Mineral Resources Technician 2, Pesticide Control Specialist 1 & 2, Public Health Specialist 2 Environmental, Sanitary Construction Inspector 2, Senior Engineering Research Editor.

Preferred Additional Qualifications:
• Must have excellent oral and interpersonal skills and be able to prepare effective written communications.
• Must have or be able to develop a solid working knowledge of computer systems, including word processing, spreadsheets, geographic information systems, and ability to perform basic statistical analysis.
• Candidate must be able to function effectively in large group settings and venues including public presentation.
Duties Description 1. Apply knowledge of the Clean Water Act and State Pollutant Discharge Elimination System (SPDES) permit program in developing individual or general SPDES permits.
a. Draft new wastewater discharge permits and periodically review and renew permits for consistency and conformance with regulations, polices, and procedures.
b. Review Water Treatment Chemical reports for industrial and municipal wastewater treatment systems and make authorization determinations.
2. Conduct water quality evaluations and derive water quality based effluent limitations for SPDES permits.
3. Review engineering reports, plans, and specifications for industrial and municipal wastewater treatment systems and facilities and make recommendations to supervisor for approval.
4. Provide support to the Wastewater Treatment Plant (WWTP) Operator Certification Program.
a. Maintain an accurate list of plant scores for municipal WWTPs in New York State. Review and update as needed.
b. Assist with review and approval of pre-certification courses submitted by educational institutes seeking to offer WWTP Operator Pre-Certification courses.
c. Coordinate with staff updating the pre-certification curriculum.
5. Establish and maintain effective interpersonal relationships and communicate constructively with Federal, State, and local government agencies, engineering firms, various non-governmental groups, and the public on permitting issues.
6. Assist in development of regulations, policies, and guidance documents as needed.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Travel may be required. Overnight travel may be required.
