Open competitive minimum qualifications (provided for 55b/c candidates and 70.4 transfer eligibles): a bachelor’s or higher-level degree in agricultural engineering, agriculture, agronomy, animal science, aquatic biology, biochemistry, biology, botany, chemistry, entomology, environmental science, environmental studies, forest biology, forestry, geology, horticulture, marine biology, natural resources, plant pathology, or wildlife biology.
Duties Description Responsible for enforcing State and Federal pesticide laws and regulations and providing pesticide-related outreach and assistance. Duties involve coordinating efforts with other Sections and Committees in the Bureau of Pesticides Management, Regional staff, the Division of Materials Management, and other Divisions of the Department to provide a consistent interpretation of the laws and regulations pertaining to pesticides. This position will be responsible for the coordination of USEPA grants, work plans and reporting, and coordinating and tracking pesticide inspections and enforcement actions to provide consistent enforcement of the Department’s statute and regulations. Duties involve implementation, design, and analysis of the Bureau’s comprehensive, in-house, database system, responding to FOIL requests, and providing technical guidance and support to DEC Regional and Central Office staff, other agencies, the regulated community, and the general public. Duties may include assisting with the administration of the Pesticide Applicator Certification and Pesticide Business Registration programs. Duties may involve investigating reported cases of pesticide misuse and pesticide-related incidents, conducting inspections, collecting samples, writing clear and accurate reports, and providing testimony in support of investigations, to substantiate and document violations of pesticide laws, rules and regulations. Duties may require obtaining federal inspector credentials necessary to conduct investigations on behalf of the United States Environmental Protection Agency.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Use of personal protection equipment, including a respirator, will be required. Must be able to negotiate difficult terrain. Must be able to work in remote areas. Must be able to work in adverse weather conditions. Travel may be required. Overtime may be required.
Overnight travel may be required. Weekends and holidays may be required. Must be available for emergency response. Must be available to respond to after-hours emergencies. Must provide 24-hour response on a rotational basis and work during normal business hours. Must successfully complete (or have completed) the 40-hour OSHA 1910.120 training course and all other required training. Must complete an annual Health and Safety Program including medical monitoring, fit testing, and
40 (or 8) hour OSHA HAZWOPER certification.
