Minimum Qualifications Minimum Qualifications for Provisional Appointment:
Must be a qualified employee of New York State and have had one year of permanent competitive or 55 b/55-c service as a Climate Policy Analyst 2.

Or

A Bachelor's or higher-level degree in one of the physical or natural sciences, environmental sciences, engineering, economics, or planning.
AND
Five years of full-time professional experience in the establishment of environmental programs; preparing, implementing or reviewing climate relevant policies, plans, projects, regulations or environmental impact statements; preparing climate-relevant professional testimonies for use in hearings or trials involving environmental matters; or preparing environmental analysis of climate change issues. Two years of this experience must have been at a supervisory level, and one year of this experience must have been involved in environmental analysis of climate change issues.
A Master’s degree in one of the required disciplines may be substituted for one year of professional non-climate change experience; a Doctorate in one of the required disciplines may be substituted for two years of non-climate change experience.

If no more than three individuals meeting the provisional qualifications are interested, it will be possible to make a permanent appointment via non-competitive promotion.

Duties Description The CPA 3 will work within the Office of Climate Change on developing, implementing, and managing greenhouse gas mitigation activities critical to achievement of the statewide emission limits under the Climate Leadership and Community Protection Act. The CPA 3 will support successful implementation of the Climate Leadership and Community Protection Act and Executive commitments to leadership on climate in developing programs such as low-carbon transportation and building heat, short-lived climate pollutants, energy planning, SEQR and CLCPA Section 7 implementation and initiatives that demonstrate the State’s leadership by example. The CPA 3 will manage a team working on climate policy and regulation development, compliance and enforcement, data reporting and analysis, and climate change focused research projects. CPA 3 will independently coordinate, manage and oversee broad, complex projects in multiple climate change program areas. The CPA 3 may lead internal project teams, coordinate interactions with other state agencies and stakeholders, conduct analyses, draft regulations and reports, and manage communications related to the state’s climate programs. Coordination with programs outside the agency is required, including giving presentations to other state agencies or stakeholder groups to advance the State’s climate change activities.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Travel may be required. Overtime may be required. Telecommuting may be available, will be discussed at the interview.
