Job Specifics

Minimum Qualifications Six years of experience in the field of contract compliance, human rights, affirmative action, or minority, women-owned, or service-disabled veteran-owned business enterprise, including: planning, developing, implementing, and reviewing programs dealing with minority, women-owned, or service-disabled veteran-owned business enterprise, human rights, affirmative action, minority business program coordination, affirmative action compliance review, or labor relations directly relating to affirmative action; or experience in the development and administration of programs designed to facilitate minority community access to employment or business opportunities in the public or private sector.
Substitution: an associate’s degree in in business, marketing, economics, public administration may substitute for two years of experience. A bachelor’s degree in business, marketing, economics, public administration, or public policy may substitute for four years of the experience. A master’s degree in business, marketing, economics, public administration, or public policy may substitute for one year of experience.

Duties Description Assist in the ongoing implementation of the Department's Minority and Women-owned Business Enterprise (MWBE) and l Equal Employment Opportunity (EEO) Programs. Provide guidance to Department divisions in an effort to increase the agency's utilization of MWBEs on a prime and sub-contracting l basis. Assist Department prime contractors and MWBE companies comply with contract requirements and promote I resolutions to problems encountered in MWBE-EEO Program implementation. Assist contractors and grantees with meeting; good faith efforts, engage MWBE firms, complete requirement documents, and submit reports, waivers and other requests as applicable. Review contract routing packages and spending requests and investigate MWBE availability for procurements utilizing MWBE database systems and other available resources. Promote and encourage use of MWBEs in all applicable areas of procurement. Determine MWBE and EEO compliance status on assigned projects.
Assist in the development of the Department's annual agency goal plan for submission to Empire State Development (ESD) and updates to the Environmental Protection Agency (EPA) Fair Share Goals, as appropriate Participate in the development, analysis and completion of the ESD quarterly reports and EPA annual and final reports. Provide outreach to Department staff, prime contractors, MWBE sub-contractors and control agencies in furtherance of the Department's overall MWBE-EEO Program.
