Minimum Qualifications Minimum Qualifications for Provisional Appointment: Promotion: One year of permanent competitive or 55-b/55-c service as a Laboratory Specialist 1 Marine or Open-Competitive: A bachelor's or higher degree including or supplemented by 24 semester credit hours in the natural sciences AND three years of experience in
a laboratory setting performing professional or technical duties in bacteriology or microbiology.
Reassignment - Currently in the title and an employee of DEC or Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.

There is currently no eligible list for this position, therefore, if no more than
three qualified individuals are interested, it will be possible to make a permanent appointment via non-competitive promotion.

Duties Description The primary duties of the Laboratory Specialist 2 (Marine), Lab Director, Bureau of Shellfisheries, Division of Marine Resources (DMR):
• The Laboratory Specialist 2 (Marine) serves as the Director of DEC's Shellfish Microbiology Laboratory in the Bureau of Shellfisheries and provides overall direction and supervision for the lab to ensure that the State’s satisfactory compliance with the requirements of the National Shellfish Sanitation Program (NSSP) for FDA-certification is met. This position oversees the only FDA-certified shellfish laboratory in the State.
Develops and oversees the implementation of the comprehensive quality assurance (QA) and quality control (QC) program.
• Ensures and maintains compliance with the NSSP requirements for all laboratory functions.
• Coordinates water and shellfish sampling with other programs in the Bureau as part of a team to ensure public health protections and viability of New York’s shellfishing industry.
• Participates in the processing and analyzing of samples in established programs and develops new programs as public health emergencies arise.
• Conducts effective planning, evaluation, coordination, assignment, and direction of all technical and/or operational activities of the lab.
• Handles the ordering of supplies and preparation of all laboratory invoices for processing and reconciliation by the Administrative Staff.
• Assists with preparation of an annual program plan, annual budget and supervision of personnel and hiring for the lab.
• Prepares purchase requisitions for major equipment or service contracts.
• Develops and reviews standard operating procedure (SOP) manuals; assists in the scientific examination of specimens or samples for the program using a variety of laboratory techniques.
• Prepares reports for and assists in the preparation of publications; prepares and gives presentations; performs basic statistical analysis of data; and remains current on regulations for laboratories.
• Oversees the laboratory’s Chemical Hygiene Program and updates the document as necessary.
• Coordinates the Marine Biotoxin Program with staff and arranges for shellfish samples and extracts to be sent out for Biotoxin analysis to outside laboratories.
• Communicates with the USFDA on all laboratory evaluations and data requests to maintain the State's FDA certification; administers and oversees all laboratory proficiency testing;
• Serves on Interstate Shellfish Sanitation Program (ISSC) technical committees and Northeast Evaluation Officer and Laboratory Manager (NELEOM).
• Prepares detailed Laboratory Proposals for evaluation at the ISSC to enhance the National Shellfish Sanitation Programs (NSSP).
• Assists in the design, planning and operation of a new Microbiology Laboratory at DMR headquarters and oversees the requirements for the certification of the new laboratory.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Travel may be required. Overtime may be required. Overnight travel may be required. Weekends and holidays may be required. Must be available for emergency response. Must be available to respond to after-hours emergencies. Telecommuting may be available, will be discussed at interview.
