Job Specifics

Minimum Qualifications Candidates must possess a New York State Professional Engineer License and current registration. In order to be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.

Duties Description Under the general direction of the Local Programs Bureau Director, the incumbent will manage aspects of the Federal and State Aid programs overseen by the Bureau. This includes serving as liaison with federal, regional and local transportation agencies, coordinating federal, state and local projects and programs, and providing technical assistance and advice to Department officials and local authorities. Duties may include, but are not limited to:

*Manage and oversee aspects of the federal and state aid programs, which includes: Transportation Enhancement Program (TEP), Safe Routes to School (SRTS), Transportation Alternatives Program (TAP), Ferry Boat Program (FBP), Federal Lands Access Program (FLAP), the Federal Highway Administration-Emergency Relief Program (FHWA-ER), Federal Emergency Management Agency-Public Assistance (FEMA-PA), Consolidated Local Street and Highway Improvement Program (CHIPs), Extreme Winter Recovery (EWR), State Touring Route (STR), Pave Our Pothole (POP), PAVE NY, Multi-Modal, and other programs as they develop;

*Manage and oversee development of, and issuance of, statewide policies and guidance for locally administered federal and state aide programs;
*Coordinate guidance, program administration, and training with federal, state and local partners, such as New York City Department of Transportation, and other New York City agencies;
*Develop and review guidance for federal and state aid staff for Bureau programs;
*Represent the Bureau for meetings, conferences, and provide presentations about locally administered transportation studies, projects and issues, as needed;
*Oversee staff responsible for the administration of FHWA-ER and FEMA-PA programs; and coordinate with the Accounting Bureau;
*Recommend/review changes in policy on state and federal legislation and rules;
*Assure local programs compliance with state and federal regulations;
*Consult with agency staff and representatives of federal, state and local governments and regulatory authorities about projects;
*Participate in evaluation process for programs and techniques used in other states for possible incorporation into New York State's transportation programs.

Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.

Additional Comments *Telecommuting: The Department’s current telecommuting agreement is valid through December 31, 2022 and is subject to extension beyond that date.
