Job Specifics
Minimum Qualifications Permanent Appointment: One year of permanent, competitive class service in a title M-1 (or SG 24-25) or higher which has been deemed eligible for transfer under Section 52.6 of the Civil Service Law.
Provisional Appointment: One year of permanent, competitive class service as a Human Resources Specialist 2 or Associate Director Human Resources 1.
Non-Competitive Promotion (NCP) for Permanent Appointment: In accordance with Section 52.7 of the Civil Service Law, if the number of qualified candidates who apply for the position is three or less, a permanent appointment may be made, at agency discretion, by non-competitive promotion of an applicant who meets the minimum qualifications.
Duties Description The New York State Insurance Fund (NYSIF) is seeking applicants for the position of Director of Personnel in Albany, NY. Reporting to the Assistant Director of Administration, the incumbent will be responsible for planning, implementing, and evaluating activities related to all agency personnel efforts statewide (e.g., benefits, classification, examinations, on-boarding, performance management, recruitments, staffing, strategic planning, testing, etc.).
Duties include, but are not limited to:
• Manage all germane and relevant personnel matters for a large state agency statewide, including functioning as an expert advisor to executive management.
• Oversee all Competitive, Non-Competitive, Labor, and Exempt jurisdictional class recruitments, selection, and retention activities. This includes maintaining a hiring transaction database and all hiring/promotion processes, and directly collaborating with agency hiring managers to determine appropriate titles, positions, and staffing levels.
• Oversee and guide NYSIF’s employee benefits program including but not limited to oversight of option transfer period, flex spending enrollment, Productivity Enhancement Program, and retirement consultations.
• Oversee and guide NYSIF’s classification program including but not limited to all title and position classifications, reclassifications, reallocations, title structure changes, earmark releases, developing and revising classification standards, and conferring with Civil Service on actions to meet agency specific recruitment needs.
• Oversee and guide NYSIF’s examination and staffing programs partnering with Civil Service, and all external agency partners, for NYSIF specific and IDP titles.
• Serve as an advisor to all internal agency management and employees for all matters related to existing organizational and/or title structures, appropriate titles, career mobility, and salaries.
• Develop and implement personnel strategic plans and best practices to improve the Department of Administration’s operations to ensure there are effective, efficient, and streamlined workflow processes.
• Manage workforce succession planning and organizational development throughout the agency via the implementation of various knowledge transfer and succession planning strategies.
• Design an effective employee performance management system, in partnership with other internal agency stakeholders, and develop programs to provide professional growth opportunities and encourage employee retention.
• Assess, analyze, and make recommendations related to agency-wide human capital needs consistent with the agency’s annual budget and expense allocations.
• Serve as the Department of Administration’s liaison for internal and external personnel audits, with the Civil Service Commission, with the Personnel Council, etc.
• Supervise, review, prioritize, and coordinate the work activities of all subordinate professional and clerical staff, and all associated duties and responsibilities.
• All other related functions as assigned and needed personnel specific special projects, consistent with all Civil Service Laws, Rules, and Regulations and negotiated labor agreements.
