Job Specifics
Minimum Qualifications Minimum Qualifications
Technical school or Associate’s degree in Computer Science plus five years’ relevant experience; or a High School diploma and eight years of relevant experience as described above. Other combinations of education may be considered.
Extensive hands-on experience in software design, development, and testing.
Database application development – stored procedures, functions, views, and SSIS packages.
Web application development – ASP.Net, VB.Net or C#, JavaScript, VBScript, HTML, responsive design for mobile apps.
Preferred Qualifications
Bachelor’s degree plus three years’ experience in requirements gathering, process & data flow documentation, software architecture, and solution design & development experience. Hands-on experience with SharePoint administration and experience or knowledge in Microsoft Power Platform.

Duties Description Primary Purpose
Working independently, the Senior Application Solution Developer is responsible for analyzing & documenting business requirements and designing & building complex software applications. The Senior Application Solution Developer is characterized by relatively higher levels of responsibility, independent judgment and technical expertise.
Essential Functions
Collaborate with business users to analyze and document requirements. Develop process and data flow diagrams.
Build complex web, mobile, client/server, and database applications, ensuring that solutions comply with cyber security, scalability, and other applicable technical requirements.
Research, evaluate, and present software solutions to satisfy DASNY’s business requirements and maximize efficiency.
Design integrated technology solutions for business requirements.
Design data models and database solutions for web/mobile applications.
Design and build data interfaces between applications. Develop and support batch jobs.
Optimize performance of SQL code.
Design and build reports and dashboards.
Design and build application interfaces and batch jobs in Shell script.
Develop testing strategies to test functionality, performance, and scalability requirements of application. Test applications to ensure all requirements are met.
Develop solutions to monitor on-going performance of software applications.
Provide operational support to applications in production environment. Troubleshoot and fix application defects.
Coordinate with external vendors to deliver software solutions.
Contribute to the team as a subject-matter-expert and collaborates with co-workers to troubleshoot application issues.
Participate in the analysis and remediation of security vulnerabilities identified in hosted and in-house web applications.
Configure, and support off-the-shelf vendor solutions hosted onsite and in the cloud.
Contribute to disaster recovery planning and execution.
Contribute to guidelines and framework for software design and development.
Other Duties and Responsibilities
Assist with the development of RFPs and participate in the evaluation process (of software products and consulting services).
Perform security administration functions regarding user accounts and passwords and the associated procedures for reviewing, logging and implementing access rights for files, databases and physical devices relating to web and database applications.
Ensure compliance with DASNY and NYS policies.
May train and evaluate employees.
Assist with the documentation and implementation of procedures.
Assist with internal controls implementation, review, and testing.
Undertake special assignments as directed.
Must maintain regular attendance in accordance with DASNY attendance and leave policies.
Must adhere to the NYS Information Security Policy Standards established and issued by the Office of Information Technology Services. (Standards can be found on the Intranet).
Supervision
Supervision of employees may be required.
Physical/Mental/Visual Demands
Occasional travel is required using public transportation, DASNY vehicle, rental vehicle or personal vehicle. This travel may include overnight stays at public accommodations and related establishments. Requires complex and time-pressured decision-making. Overtime or extended work hours may be required.
Work Environment
Standard office environment, including the use of one or more of the following: PC, telephone, fax machine, printer, copier, scanner, electronic stapler/hole punch/date stamp, shredder.
