Eligible List Appointment: For appointment to a two-year traineeship leading to a Senior Administrative Analyst, SG-18: Reachable for appointment from one of the following eligible lists: the Gaming Commission Public Administration Traineeship Transition Program (PATT) #00-437 or current Professional Career Opportunities (PCO) #26-570; OR

Transfer Qualification: Candidates must be a current New York State employee eligible for transfer via Section 70.1, 52.6, or 70.4 of the Civil Service Law.

Duties Description Under the general direction of the Lottery Project Manager 3, this position plans and performs a study of work problems and procedures, such as organizational change, communications, information flow, integrated production methods, inventory control, or cost analysis, and may serve as lead analyst on less complicated projects or portions of larger scale projects and provide guidance to team members in a variety of titles in relation to the services of the Division of Lottery. This position will be responsible for monitoring and tracking licensed lottery courier service compliance in accordance with Commission requirements and regulations and will serve as the primary liaison between licensed courier service providers and courier service applicants. A licensed lottery courier service is a lottery ticket delivery service that is provided through an online platform. The incumbent will be responsible for monitoring and reporting on licensed courier service platforms and reviewing and tracking daily, weekly, quarterly, and annual courier service reports and documents for compliance, resolution, or escalation. Additionally, this position will work directly with Lottery operations and security staff on time-sensitive matters as it relates to courier service activity and will ensure timely communication and reporting to stakeholders. This position will also be responsible for the ongoing tracking, monitoring, and reporting of Lottery budget and invoices in collaboration with Lottery functional areas and will monitor and track the Lottery’s sales agent collections program. This position will be responsible for creating and managing multiple databases and spreadsheets with a high degree of accuracy.
Specific duties include but are not limited to:
• Conducts management and organizational studies and surveys to develop appropriate recommendations for management improvements
• Identifies the problems and factors inhibiting the achievement of program goals and sets the objectives of the project
• Develops a work plan considering the objectives and the problems to be solved
• Collects pertinent data through various means such as interviews, conferences, questionnaires, reports and on-site observations.
• Works closely with lottery functional areas, documents the current stakeholders, system and business processes, business workflows, inputs and outputs for the functional business area to address problems identified
• Documents the revised stakeholders, revised business processes, revised flows, transformed or revised inputs and outputs to improve and address the organizational problem to meet objectives
• Prepares relevant analyses, such as cost/benefit analysis and data analysis
• Writes periodic progress and final reports of study containing findings and recommendations; may make oral presentations to agency officials and other concerned parties to answer questions regarding the project and its implementation
• Prepares and directs the preparation of reports and other material necessary to implement the recommendations
• Performs duties in support of performance improvement initiatives such as planning and facilitating process improvement events; analyzing data and performance, preparing and presenting reports to agency management, and other State agencies interested in the status of performance initiatives.
• Compiles, tracks, and analyzes performance measure data and provides information to management, other state agencies and entities
• Analyzes the impact of legislative proposals or new initiatives on agency policies and procedures and makes recommendations for any necessary action
• Provides technical assistance to program managers implementing new or revised administrative processes
• Reviews, designs, and controls organizational forms and requirements documents
• Reviews and updates policy, administrative and procedural manuals
• Develops and implements a workflow and records management program for filing, protection, and retrieval of records
• Evaluates and ensures internal controls program complies with necessary laws, rules, and regulations
• May supervise or coordinate the efforts of lower-level administrative support employees in compiling specific studies, surveys, projects, and documentation
• Prepares processes and procedures for tracking of budgets, accounts, invoices, and collections
• Ensures budget reports are always current
• Prepares and presents budget and spend reports
• Creates tools to accurately manage and track records
• Determines priorities and manages workflows to ensure deadlines are met
• Maintains tracking system, monitors, and reports anomalies or unexpected trends
• Assists with collection and analysis of data
• Ensures accuracy of weekly remittance, accounts, budget, and collections
• Reviews invoice authorization coding and ensures annual review of authorizations
• Assists with daily, weekly, monthly, quarterly, and annual reporting
• Assists with updating internal controls, processes, policies, and procedures
• Maintains physical files for requirements and associated documents

PROHIBITION AGAINST PLAYING AND WAGERING
Commission employees and family members residing in their households are prohibited from purchasing Lottery tickets or claiming Lottery prizes. Commission employees are prohibited from wagering upon any horse racing, commercial gaming, video lottery gaming, Indian gaming, charitable gaming activities, interactive fantasy sports, and mobile sports wagering within the State.

To avoid any appearance of impropriety of conflict of interest, Commission employees will be prohibited from all aspects of promoting, operating, and playing in any charitable gaming, which includes bingo and games of chance such as raffles, whether the organization conducting the game is required to be licensed by the Commission. The prohibition placed upon each Commission employee from assisting with any charitable gaming does not apply to the employee's family unless the employee thinks it presents a conflict of interest related to his or her job duties. Commission employees must also avoid any outside activities that could interfere or be perceived to interfere with their job duties.
