Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Education Credentials Specialist 2.

Eligible List Appointment: Candidates must be reachable on the Education Credentials Specialist 2 Civil Service eligible list. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service as an Assistant in Professional Education or Assistant in Teacher Education.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a non-permanent provisional appointment may be considered. For non-permanent provisional appointment, candidates must have one year of permanent competitive or 55b/c service as an Education Credentials Specialist 1. Provisional candidates must take the examination for Education Credentials Specialist 2 when it is next offered, and must be reachable on the resulting eligible list to maintain employment.

Duties Description The New York State Education Department’s (NYSED) Office of the Professions (OP) is seeking candidates for an Education Credentials Specialist 2 position in the Division of Professional Licensing Services (DPLS). Duties of this position include, but are not limited to, the following:

• Work with the OP Deputy’s Office, Office of Counsel and OP’s attorneys to ensure that FOIL requests are completed in a timely manner and adhere to the correct laws and regulations;
• Maintain accurate records of OP fiscal transactions to ensure that all OP money is properly documented and accounted for, including the payment of vendor and software bills and financial issues related to credit card billing, refunds, and chargebacks;
• Serve as a liaison between all other OP offices, outside vendors, and other state agencies for DPLS, work with other offices to create more efficient workflows, and develop and maintain training materials for all licensing and renewal processes within the unit;
• Develop implementation plans for creating reports regarding DPLS and OP inquiries, improve licensing and renewal processes and workflows, and create enhancements to processes when identified;
• Serve as liaison between OP management and subordinate staff by relaying information from management to subordinate staff to keep communication channels open and constant, and ensure DPLS staff are updated on any new policies and procedures;
• Work with DPLS grade 18’s for all personnel-related issues and OP’s Human Resources (HR) Liaison on all HR-related issues and concerns, work with management to keep policies updated for hiring and training new staff, and maintain accurate and current employee evaluations for all subordinate staff;
• Represent DPLS and OP for all communications with outside agencies and vendors;
• Oversee and monitor the issuance of professional licenses, renewal registrations and licensing and renewal for professional corporations including all customer service functions of these areas;
• Assist DPLS and OP leadership with a variety of issues, including evaluating and implementing process improvement within the current system as well as the new professional licensing and renewal system currently in development; and
• Supervise staff.


Additional Comments CONDITIONS OF EMPLOYMENT: These will be contingent-permanent appointments or temporary provisional appointments. Provisional candidates must take the examination for Education Credentials Specialist 2 when it is next offered and must be reachable on the resulting eligible list to maintain employment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.

* Leads to a maximum salary of $100,342 based on annual performance advances.
