Minimum Qualifications CURRENT STATE EMPLOYEES:
Current New York State employee with one year or more of qualifying permanent, contingent-permanent, or 55b/c service in a position allocated to a Grade 10 or above and eligible for transfer under Section 70.1 of the Civil Service Law.
Transition Provisional Qualifications:
Qualified employee of New York State and have had one year of permanent competitive or 55-b/55-c service in a clerical, secretarial, keyboarding, or paraprofessional* title allocated to Grade 9 or higher.

*Only paraprofessional titles in an office setting will be considered qualifying. Service in a direct
care title is not qualifying experience.

GENERAL PUBLIC CANDIDATES:
Open-Competitive Qualifications:
Either 1. Three years of full-time experience in a position where your primary responsibility is providing customer service in the form of explaining programs, policies, and/or procedures; resolving problems; or reconciling accounts.
Or 2. 30 semester credit hours of college-level study AND two years of the experience stated in qualification #1.
Or 3. 60 semester credit hours of college-level study AND one year of the experience stated in qualification #1.
Or 4. 90 semester credit hours of college level study*.
*Including candidates who have a bachelor’s degree.
Non-Qualifying Experience: Experience limited to positions such as cashier, supermarket clerk, department store clerk, greeter, retail clerk, forms processor, bartenders, wait staff, fast food worker, restaurant worker, hair stylist, receptionist, transferring calls or taking messages, taxi operator/driver, bus driver, mental health aide, direct care or home health aide, social worker, counselor, gas station attendant, officer, security guard.
Note: Candidates applying under this option must have applied for and been approved to take the Licensing Examiner 1 examination scheduled for February 11, 2023.
Duties Description The incumbent to this position would be responsible for, but not limited to the following:
• Develop familiarity with the laws and rules regarding the eligibility for licenses and permits under the Alcoholic Beverage Control Law.
• Supervise and training Licensing Services Clerks.
• Review applications for licenses and permits to determine: if the application is complete; if the applicant and the applicant’s proposed location meet the statutory and regulatory requirements for the license or permit; and identify issues that would be grounds for further review or disapproval of the application.
• Research records to determine licensing and disciplinary history of applicant’s proposed location.
• Respond to inquiries from the public regarding general licensing issues.
• Respond to agency staff regarding specific license and permit applications.
• Identify deficiencies in applications, advise applicants of such deficiencies and review applicant’s responses to determine if deficiencies have been addressed.
• Prepare detailed reports providing pertinent information regarding applications for the Licensing Board and/or the Members of the Authority (the “Full Board”) to allow the boards to make informed determinations on the applications.
• Conduct follow-up investigations of applicants and/or proposed premises to obtain additional information or clarification as requested by the Licensing Board or the Full Board.
