Minimum Qualifications Qualifications include a Bachelor’s Degree and two years of professional experience in a field relevant to water pollution control including Environmental Science or other related Natural Sciences, OR, a Master’s Degree and one year of such experience in a field relevant to water pollution control including Environmental Science or other related Natural Sciences.
Duties Description Program Overview
The Bureau of Water Resource Management (BWRM) works to protect, manage, and conserve New York State's groundwater and surface water supply sources, develop management strategies to enhance and protect these waters, and protect both the groundwater and surface water quality of New York’s major watersheds. BWRM’s watershed programs, permit programs and nonpoint source program support development of clean water plans and permits to help improve water quality, identify potential funding, and conduct research to protect and restore water quality in relation to climate change, source sectors, and other emerging environmental issues.
BWRM, in the Regional Support Section, requires a RS1 to support the Concentrated Animal Feeding Operation (CAFO) SPDES General Permit, Nonpoint Source Program and research on emerging regulatory requirements and permitting tools. The RS1 will analyze water quality, environmental and facility data, review and interpret scientific literature and technical information to inform guidance and provide recommendations to support the CAFO program, nonpoint source program and permitting guidance. The RS1 will assist with development and communication of technical and training materials to support to other professional staff; and contribute to the DOW research program.
Duties/Responsibilities:
Research and Data Analysis
• Analyze data and compile technical information to support DOW research needs to assess emerging regulatory requirements, evaluate viable treatment technologies, establish standards to evaluate regulatory impact to water quality, develop permit writing tools (e.g., reasonable potential, RSAT, etc), and research the implications of new pollution sources (business, industry, process) that may impact water quality.
• Assist with the implementation of the Nonpoint Source Pollution (NPS) Program to set program goals, analyze water quality information to support the development of success stories, complete annual reporting requirements, and coordinate with other DOW staff and state agencies on NPS programs.
• Assist in the development and coordination of agriculture-related research and implementation projects receiving funding from the Department and other State agencies.
• Conduct data analysis and interpretation of environmental data to assist in review all existing permits for conformance with new federal treatment technology, new state water quality classifications and water quality standards.
• Provide technical support and maintain effective working relationships with non-Departmental experts and the public and participate in the Division of Water’s research related workgroups.
Permit Program Implementation
• Assist with the implementation of the Concentrated Animal Feeding Operation (CAFO) SPDES General Permit to protect NYS waters from agricultural stormwater runoff from large farming operations. Provide thorough and timely review and accurate processing of submitted permit applications, annual compliance reports and other reports required by the CAFO permit. Ensure consistency with the nutrient guidelines developed in partnership with Cornell University and other State and Federal Agencies and consistent with ECL 17-0817.
• Assist with applied research projects, in coordination with academic institutions and other state agencies, to evaluate nutrient reductions achieved by agricultural best management practices and technologies that will inform the CAFO permitting program.
• Under the direction of higher-level Research Scientists, assist with identifying areas of emerging research, help with study design, conduct data analysis and data interpretation to support the development of data driven policies and guidance for the CAFO permitting program.
• Provide training, education and outreach on compliance with the terms of the CAFO Permit. Represent New York on CAFO technical groups, outreach and task forces, as needed.
Preferred Additional Qualifications:
• Excellent interpersonal communication skills; strong writing and verbal communication skills and have experience and comfort in public speaking.
• Knowledge agricultural and non-agricultural nonpoint source pollution best management practices.
• Familiarity with NYS Department of Agriculture’s Agricultural Environmental Management (AEM) Program.
• Understanding of nutrient application guidelines and/or federal and state conservation standards.
• Experience with program languages (R, python).
• Ability to evaluate and manage large datasets and competence in statistical and geospatial analysis of environmental data sets.
• Familiarity working in ArcGIS and understanding landscape drivers of water quality.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Travel may be required. Overnight travel may be required. Telecommuting may be available, will be discussed at interview.
