Job Specifics

Minimum Qualifications Permanent Appointment- Candidate must be reachable on the appropriate Civil Service list. Candidates currently serving as a Park Manager 2 may be eligible for reassignment.

Provisional: Promotion for New York State Employees- You must be a qualified employee of the New York State Office of Parks, Recreation & Historic Preservation and have one year of qualifying service as a Park Manager 1, Historic Site Manager C, Recreation Complex Manager 1, Recreation Complex Manager 2, Golf Course Manager 2, Assistant Golf Course Superintendent, Golf Course Superintendent 1, Building Restoration Specialist, Maintenance Supervisor 3, Maintenance Supervisor 4, or Regional Park Maintenance Supervisor.

Open Competitive-seven years of experience working in a park or a recreational facility within a park* including two years of managerial experience; **

Or 2. a bachelor's or higher level degree in environmental education, environmental management, environmental policy, environmental sustainability, forestry, golf course management, historic preservation, natural resources management, park administration, park management or recreation management AND three years of experience working within a park or recreational facility within a park* including two years of managerial experience.**

*For the purposes of this examination a park or recreational facility within a park is defined as a location that offers at least three of the following elements: ballfields, campgrounds, golf courses, hiking trails, historic structures, marinas, picnic areas, playgrounds, recreation programs, swimming facilities or education, environmental or interpretive programming. You must clearly list this information on your application.

**Managerial experience is defined as directing or administering at least three of the following functional areas within a park or recreational facility within a park: administration (business, personnel, finance); environmental education/interpretation; maintenance; planning; programming; or public relations/visitor services. Your application must clearly describe your managerial experience in three functional areas.

Examples of Non-Qualifying experience include but are not limited to: working at a gym, ski area/resort, and sport stadiums.

Examples of Non-Qualifying degrees for the purposes of these examinations include but not limited to: accounting, anthropology, archaeology, biology, business, history, horticulture, hospitality, physical education, recreation therapy and sports management.

* NOTE: If the candidate meets the minimum qualifications to be provisionally appointed, the candidate must take the next scheduled Civil Service examination for this title. If the candidate does not pass the examination or achieve a reachable score, the candidate may not be retained.
The agency may nominate an open-competitive provisionally qualified candidate for a non-competitive examination for permanent appointment under the provisions of Rule 4.2 (b) of the Rules for the Classified Service.


If three or fewer New York State OPRHP promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for a permanent non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law.

Duties Description New York State Parks has an incredible opportunity in the New York City Region! We are seeking a Park Manager 2 that models Agency values and can provide excellent leadership to teams at Clay Pit Ponds State Park Preserve (Staten Island), Bayswater Point State Park (Jamaica Bay, Queens), and the NYC Region Green Team. The position includes housing located in Staten Island as a term and condition of employment.

Under the direction of the Deputy Regional Director, the Park Manager 2, SG-21 has a primary responsibility of serving as first-in-command at Clay Pit Ponds State Park Preserve, a 265-acre nature preserve in Staten Island. In this role, the Park Manager 2 supervises the operation and maintenance of the park and facilities; supervises subordinate staff and directs the training, development, deployment and evaluation of both seasonal and permanent staff to ensure that the park is maintained and administered in an effective and efficient manner according to established guidelines.

The Park Manager 2 also serves as first-in-command and assumes full operational control of Bayswater Point State Park on Jamaica Bay in Queens, NY. The park is comprised of 21 acres just south of John F. Kennedy airport and is a popular location for fishing, birding, and plane watching.

The Park Manager 2 will also take a significant leadership role in the New York City Region’s “Green Team”. This team is a collection of staff from each of the Region’s State Parks that possess both formal and informal horticultural expertise. This role involves coordinating staff training, curriculum, and consultation on garden and landscaping projects.

Duties include but are not limited to:
• Inspects and evaluates facilities to determine the need for, and to plan for, routine, preventative, urgent or emergency maintenance in a timely manner;
• Oversees, in conjunction with the New York City Capital District, provides input on capital improvements in the park to improve visitor safety and experiences;
• Serves in a leadership role for the regional Green Team, managing the planning and execution of horticultural and green maintenance projects for the New York City Region;
• Supervises, schedules and assists in recruiting, hiring, training, and evaluating park staff;
• Inspects and assesses the condition of trails, buildings, roads, parking lots, pavilions, and other permanent amenities.
• Oversees staff in determining project budgets and purchases to be made to complete the work.
• Schedules work assignments, assigns appropriate staff, provides clear directions and guidelines to staff for project implementation and completion.
• Investigates patron and employee accidents.
• Coordinates emergency response and preparedness at the park and assists, as necessary, with regional and statewide response;
• Coordinates with outside contractors to supervise projects and ensure compliance with all OPRHP rules and protocols;
• Procures and purchases materials, supplies, tools and equipment as necessary;
• Conducts and oversees repairs, maintenance and historic preservation activities, protecting historic assets within the park as required;
• Completes administrative reports and attends meetings as needed;
• Assists with and assigns staff for set up, coverage, break down and coordination of events;
• Works in partnership with local and state law enforcement, the community, and other stakeholders inside and outside the agency.
• Provides managerial and direct service support as needed for other parks and work units within the New York City Region.

Additional Comments OPERATING NEEDS:
Must possess and maintain a valid NYS driver’s license as a term and condition of employment.

Selected candidate will be expected to obtain certifications in use of chemicals for pesticide, insecticide, turf ornamentation pesticide and rodent control.

As a condition of employment, the individual selected for this position will be required to reside in State housing.
