Job Specifics

Minimum Qualifications A bachelor’s degree in engineering or industrial management, or an associate degree in engineering technology and two years’ experience in construction planning, construction supervision, or plant operations and maintenance for a public or private facility, or four years of such experience. In addition, must have six years’ experience in plant management, with responsibility for construction, operation, and maintenance of a complex facility, and at least two years in a plant management position with full responsibility for the physical plant.

Duties Description The Position:
The Physical Plant Manager based at Denny Farrell Riverbank State Park reports initially on an interim basis to the NYC Region’s Deputy Regional Director, and permanently to the park’s management team; and exercises the following duties and responsibilities: directly supervises the Maintenance Department staff as assigned by providing technical direction and oversight for maintenance and repair activities; evaluates staff and arranges for necessary training and development; prepares, updates and executes a comprehensive plan of preventative maintenance, maintenance and repair for systems, structures, fixed equipment and grounds at DF Riverbank State Park; carries out regular methodical inspections of park systems and facilities to promptly identify needs for timely maintenance and repair; coordinates with higher level engineering staff, regional capital facilities staff and the Parks management team and others to assure that priority needs for maintenance and repair are promptly identified and addressed in a manner which avoids disruption of park operations to the greatest extent feasible; determines needs for purchasing materials, equipment, and supplementary contractor services for required maintenance and repair of buildings, mechanical systems, fixed equipment, and grounds; completes necessary purchasing requests and prepares and/or compiles any required supporting documentation; develops a comprehensive budget as needed for annual maintenance, preventative maintenance and repairs required at DF Riverbank State Park; evaluates park facilities for energy conservation and sustainable operations; makes practical recommendations for actions to increase energy efficiency and energy conservation to the parks management team.

Duties Description:
Under the general direction of the park’s management team and the Deputy Regional Director in the interim, the incumbent sets standards, and assigns tasks based on the daily operational needs of the park. Duties include, but are not limited to:
• Directly supervises the complex managers, maintenance supervisors, trades staff and seasonal employees assigned to the complex with additional direction from the parks management team.
• Develops and manages a comprehensive budget as assigned for the maintenance department.
• On a daily basis, inspects the park to determine and, as needed, improve the quality of maintenance and work performed by staff.
• Develops and implements plans for improvement and expansion of the park’s preventative maintenance program.
• Maintains positive and productive relationships with the relevant representatives of NYC Department of Environmental Protection and the North River Wastewater Treatment Plant, and their consultants and contractors.
• Develops and maintains a positive and collaborative relationship with NYC Regional Management team.
• Actively participates in region-wide operations and special projects. Fosters a culture of collaboration.
• Incumbent is expected to periodically support the region’s parks and operational needs, including special assignments at other parks and emergency management tasks as needed.

Additional Comments Operational Needs:
- The appointee may be expected to work weekend days, holidays and various closing shifts as required to provide effective operational coverage.
- The appointee must possess and maintain a valid New York State Driver’s License.
- This position is a non-competitive policy influencing position. Incumbents in such positions are not afforded any tenure protection and serve at the pleasure of the appointing authority.
- Possess strong organizational skills and the ability to successfully manage multiple priorities and activities simultaneously.
- Possess the ability to effectively communicate with staff, park patrons and Regional Administrators, comprehend written material, effectively and easily communicate in writing, and prepare effective written materials and reports as directed.
- Must demonstrate experience effectively coordinating teams and supervising employees.

SALARY: The posted hiring rate is the sum of the statutory hiring rate for Management/Confidential salary grade M-1 ($85,712) and the Downstate Adjustment ($3,026) The posted job rate is the sum of the statutory job rate ($108,342) and the Downstate Adjustment ($3,026).
