Minimum Qualifications For Provisional Appointment:
Promotion:
One year of permanent competitive or 55-b/55-c service as a Mineral Resources Specialist 3.
Open Competitive:
Bachelor’s or higher-level degree in engineering, geochemistry, geology, geophysics, or geosciences AND four years of professional level experience in drilling, development, or production for oil, gas, solution mining, or underground gas storage. Note: Experience in drilling, development, and production of water wells is NOT qualifying experience.
Note: If there are no more than three individuals interested from among the interested qualified applicants, it may be possible to make a permanent appointment via non-competitive promotion.
For Permanent Appointment:
Reassignment – Currently in the title and an employee of DEC
Or
Reinstatement Eligible – Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section of a permanent competitive basis.
Duties Description The Mineral Resources Specialist 4 will supervise and evaluate the work of subordinates including the preparation of work plans, making work assignments, and designating work priorities; provide technical services within the Division and to operators, municipalities, other agencies, and the public; enhance program-related computerized information management services; take the lead role in extremely complex and controversial studies; review and sign permits; and take an active role in modifying and updating law, regulations, and policies to ensure efficient recovery of oil and gas resources while protecting public health, safety, and the environment. The Mineral Resources Specialist 4 will also act for the Mineral Resources Specialist 5 in their absence.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Must be able to negotiate difficult terrain Must be able to work in remote areas. Must be able to work in adverse weather conditions. Travel may be required. Overtime may be required. Overnight travel may be required. Weekends and holidays may be required. Must be available for emergency response. Must be available to respond to after-hours emergencies. Telecommuting may be available, will be discussed at interview.
