Minimum Qualifications Minimum Qualifications:
For Provisional Appointment:
Mineral Resources Specialist 1 – Bachelor’s or higher-level degree in engineering, geochemistry, geology, geophysics, or geosciences.
Mineral Resources Specialist 2 – Bachelor’s or higher-level degree in engineering, geochemistry, geology, geophysics, or geosciences AND one year of professional-level experience in drilling development, or production for oil, gas, solution mining, or underground gas storage. Note – Experience in the drilling, development, and production of water wells is NOT qualifying experience.
For Permanent Appointment:
Reassignment - Currently in the title and an employee of DEC or
Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis or
Transfer Eligible – Mineral Resources Specialist 1 - One year of permanent competitive service at Salary Grade 13 or higher and: Eligible for transfer under Section 70.4: Must meet the open competitive minimum qualifications below.
Mineral Resources Specialist 2 - One year of permanent competitive service at Salary Grade 18 or higher and either: Eligible for transfer under Section 70.4: Must meet the open competitive minimum qualifications below.
Or
Eligible for transfer under Section 70.1: One year of permanent competitive services as a Mined Land Reclamation Specialist 1 or a Mineral Resources Technician 2.
55-b/55-c Candidates must meet the open competitive minimum qualifications below and include with their resume or application, a copy of the letter from Civil Service which indicates approval for the 55-b/55-c program.
Open competitive minimum qualifications (provided for 55 b/c candidates and 70.4 transfer eligibles): bachelor's or higher degree in engineering, geochemistry, geology, geophysics, or geosciences. For 70.4 transfer to Mineral Resources Specialist 2 must also have one year of professional-level experience in drilling, development, or production for oil, gas, solution mining, or underground gas storage. Note: Experience in the drilling, development, and production of water wells is NOT qualifying experience.

Duties Description As a Mineral Resources Specialist 1, the incumbent would perform beginning-level professional mineral resources work under the supervision of higher-level staff. The incumbent would be advanced, without further examination, to a Mineral Resources Specialist 2 after one year of satisfactory service as a Mineral Resources Specialist 1. As a Mineral Resources Specialist 1/2, the incumbent will perform technical and environmental evaluations on drilling permit applications and resolve any technical questions or deficiencies; conduct detailed compliance inspections of drilling and production equipment; research and analyze technical and regulatory information related to well permitting, drilling, completion, inspections, plugging and enforcement, query production data; investigate complex complaints, accidents and non-routine incidents involved with drilling, completion, or production; perform basic mineral resource analyses/studies; assist in developing guidance documents, regulatory forms and instructions; and public website content; assist in managing computerized information systems and interacting with the regulated community to ensure timely compliance with laws and regulations.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Must be able to negotiate difficult terrain Must be able to work in remote areas. Must be able to work in adverse weather conditions. Travel may be required. Overtime may be required. Overnight travel may be required. Telecommuting may be available, will be discussed at interview.
Additional Comments:
Appointment to this position will be made at the Mineral Resources Specialist 1, SG-15, level (starting salary currently $51,986). After one year of satisfactory service, the incumbent will be advanced, without further examination, to the Mineral Resources Specialist 2, SG-20, level (starting salary currently $67,897).
