Duties Description This position is in the DEC Emergency Management Unit within the Office of Public Protection. The incumbent will coordinate the Department’s aviation program and support Department emergency preparedness, response, recovery, and mitigation efforts.
Duties/Responsibilities
1. Develop regulations and permits for the use of aviation resources to ensure compliance with Department policies, and federal, state and location regulations.
2. Design, develop, and lead the Department's Aviation program, to include fixed-wing aircraft, rotary-wing aircraft, unmanned aircraft systems, and remotely operated vehicles.
3. Design, develop, and implement UAS technologies.
4. Design, develop and deploy multispectral sensors utilizing aircraft.
5. Oversee the Department’s UAS program and certified pilots to ensure compliance with Department policies, SOP and Federal, State and local regulations.
6. Develop and implement aviation training for the Department.
7. Develop regulations and permits for the use of aviation resources to ensure compliance with Department policies, and federal, state, and local regulations.
8. Review and approve mission requests for use of aviation resources.
9. Provide the Department expertise in geomatic technologies, data capture, and utilize software to develop georeferenced orthomosaics, 2d and 3d models.
10. Prepare budget for aviation program and institute an equipment lifecycle replacement program.
11. Represent the Department and deliver expert lectures on the aviation program and geomatic technology developments.
12. Extensive knowledge of FAA regulations pertaining to all types of aircraft. Maintain Department compliance with FAA regulations for UAS registration, airspace, authorizations and reporting requirements.
13. Collect and utilize geospatial data in order to support engineering evaluations, as follows:
Dam structural integrity analysis
Dam failure inundation mapping and damage assessments - both predictive analysis and actual impact analysis
14. -Engineering quantity calculations in support of agency construction projects, forest management, compliance determinations, and investigations
15. -Provide incident scene imagery and remote data collection in support of emergency response operations in potentially hazardous environments
16. -Provide training for agency professional engineering and technical staff on engineering applications for remote imaging and sensing.
17. -Use engineering principles and calculations in developing a needs analysis of remote imagery systems designed to support analyses described above.
18. -Conduct 5 and 7 year engineering cost analyses of capital, operating, and maintenance costs in support of selected aviation platforms.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Must be able to negotiate difficult terrain Must be able to work in remote areas. Must be able to work in adverse weather conditions. Travel may be required. Overtime may be required. Overnight travel may be required. Weekends and holidays may be required. Must be available for emergency response. Must be available to respond to after-hours emergencies. Telecommuting may be available, will be discussed at interview. Preferred: current FAA Part 107 remote pilot certification. Must be available to respond and be deployed to emergency incidents during non-traditional work hours including nights, weekends, and holidays. Travel and overtime is required
